Jesus exemplified God's law.

Psalms 40 verse 8 says yeah, they law is written in my heart.

In the council's of heaven, it was determined. There must be given to mankind a living example of God's law in practice.

If the sinner remains indifferent to the manifestation of the goodness of God, if he neglects so great a salvation, what can be done to touch his hard heart?

The word "believe" implies the assent of the mind, yielding the will, giving the hearts affections to Christ and humbly relying on Him for salvation.
