ឯកឧត្តមបណ្ឌិត សេង សុភាព ជាប្រធានបណ្ឌិត្យសភាបច្ចេកវិទ្យាឌីជីថលកម្ពុជា (CADT) នៃក្រសួងប្រៃសណីយ៍ និងទូរគមនាគមន៍។ លោកបានទទួលសញ្ញាប័ត្រថ្នាក់បណ្ឌិតផ្នែកវិទ្យាសាស្ត្រកុំព្យូទ័រពីសាកលវិទ្យាល័យហ្គ្រេនណូបល (University of Grenoble) ប្រទេសបារាំង ហើយបានចាប់ផ្តើមអាជីពជាសាស្ត្រាចារ្យ និងជាអ្នកស្រាវជ្រាវផ្នែកវិទ្យាសាស្ត្រកុំព្យូទ័រ តាំងពីឆ្នាំ ២០០២ នៅវិទ្យាស្ថានបច្ចេកវិទ្យាកម្ពុជា​​​។

ចាប់ពីឆ្នាំ២០១៤មក លោក ជាសមាជិកក្នុងក្រុមការងារគោលនយោបាយនៃក្រសួងប្រៃសណីយ៍ និងទូរគមនាគមន៍ក្នុងប្រទេសកម្ពុជា​។ លោកបានចូលរួមចំណែករៀបចំផែនការមេសម្រាប់​បច្ចេកវិទ្យា​ទំនាក់ទំនង​ព័ត៌មាន​កម្ពុជា​​​ឆ្នាំ២០២០ (Cambodia ICT Master Plan 2020) ក្នុងផ្នែកការអភិវឌ្ឍគោលនយោបាយ តេលេខម​ និង​បច្ចេកវិទ្យា​ទំនាក់ទំនង​ព័ត៌មាន ដើម្បីលើកកម្ពស់វិស័យ ICT ​នៅកម្ពុជា។ ថ្មីៗនេះ លោកក៏បានដឹកនាំក្រុមការងាររៀបចំសេចក្តីព្រាងគោលនយោបាយស្តីពីធុរកិច្ចបង្កើតថ្មី (Startup Policy) ដើម្បីគាំទ្រដល់ប្រព័ន្ធអេកូឡូស៊ីសម្រាប់ធុរកិច្ចបង្កើតថ្មី និង សហគ្រិនភាពនៅកម្ពុជា។

ក្រោមគំនិតផ្តួចផ្តើមរបស់លោក មជ្ឈមណ្ឌលនវានុវត្តន៍ ត្រូវបានសាងសង់រួចរាល់ដោយមាន ការឧបត្ថម្ភ និង គាំទ្រពីវិស័យឯកជន និងរដ្ឋាភិបាល។ លោកបានជឿជាក់យ៉ាងមុតមាំថាមជ្ឈមណ្ឌលនវានុវត្តន៍ ដំបូងនេះនឹងជួយជម្រុញធុរកិច្ចបង្កើតថ្មី បង្កើនភាពច្នៃប្រឌិត នវានុវត្តន៍ និងសកម្មភាពសំខាន់នានាពាក់ព័ន្ធនឹងសហគ្រិនភាព ដែលនាំអោយប្រទេសកម្ពុជាឆ្ពោះទៅរកសេដ្ឋកិច្ចឌីជីថល។​

Mr. Seang Sopagna is currently President of Cambodia-ASEAN International Institute and Managing Director of Bridge International Translation Company. He is also a co-director for Public and International Relations of the Asian Association of Translation Industry based in Bangkok, Thailand and Vice President of Young Entrepreneurs Association of Cambodia. Currently, he is also a board member of Cambodia Development Center, a development and policy research think-tank of Cambodia.

He got accredited as a certified master trainer for ASEAN In-company Training. He has become an executive coach and trainer for more than ten years in management, leadership, public speaking, business writing, finance, and marketing. Mr. Seang Sopagna holds Master's Degree in Public Policy and Management from Carnegie Mellon University, Australia and Master’s Degree in Economics from Royal Academy of Cambodia.

Outhanvatey is a Deputy Managing director of TM Tan Meng Co., Ltd established since 2013, and a founder of MT Property Development Co., Ltd.  Outhanvatey also had been appointed and served as a Head of Strategy and Business Development in state-owned development bank of Cambodia, working closely with agriculture cooperatives and other key players in value chain finances.
Outhanvatey is actively involved in social activities, especially in promoting educations in remote area of Cambodia via renovating libraries and collecting reading books for less-fortunate Cambodian Children. She is a member and a former board of director of Junior Chamber Internationa (JCI), member of Cambodian Women Entrepreneur Association (CWEA) and Young Entrepreneur Association of Cambodia (YEAC).

Oknha Pech Bolen is the Co-founder, Chairman and Chief Executive Officer of the Westline Education Group Co., Ltd. which is currently managing the Westline Schools, the Northline School, Educational Development Institute, Appletree International School, and Forest Hill International School. 
His other businesses include training of education supplies, media, public relations, technology, modern cleaning, property development, and Finance.
He won the ASEA-China Young Entrepreneur Award in 2011 and SME Overseas Enterprise Award from Singapore in 2012.
