With the battle for Gotham between Don Falcone and Don Maroni in full force Fish Mooney returns to claim her piece of the city. An attack on Falcone leads Oswald Cobblepot to confess his big secret to Carmine, he's the one that set up the war. As the turf war intensifies between the factions of Maroni, Falcone, Mooney and Cobblepot allegiances hang in the balance for Butch Gilzean. Meanwhile in an attempt to recover from her ordeal Barbara Kean enlists the help of Dr. Leslie Tompkins and reveals secrets about her past. Both Jim Gordon and Bruce Wayne also discover secrets about their fathers in this jam-packed season finale.
