This page brings a new mishnah, which mimics the one provided on 17a, but with one alteration at the end. It offers a dissent to say Levi, the third, non-contemporary brother may take either wife, whichever he desires, and perform yibum or halitzah with her. It is within this scenario that there rabbis clarify that a woman bound to a man in zikah is considered like his full-fledged wife.
