עה"פ [בשישי דפ' בלק] "כרע שכב כארי וכלביא מי יקימנו" איתא במדרש די"א דקאי על הזמן "מצדקיהו עד מלך המשיח" – זמן הגלות, שאפי' בזמן הגלות ש"כרע שכב" – בנ"י הם תמיד "כארי וכלביא" ואף א' אינו בעה"ב עליהם. ואי"ז אלא ש"אנוס עפ"י הדיבור" עד הזמן ש"מי" – דקאי על הקב"ה – "יקימנו". ובמילא מובן שבנוגע לתומ"צ לא שייך כללות ענין הגלות. וכדי שלא נתרגל לענין הגלות ולחשוב שהעולם ו"גלות" הוא בעה"ב על ה"ארי" וה"לביא", מראים מזמן לזמן גם בזמן הגלות נסים גלויים (בדוגמת הנס דגאולת י"ב-י"ג תמוז), להזכיר שגם בזמן הגלות "אין עוד מלבדו". וזוהי ההוראה מהנס די"ב-י"ג תמוז: יהודי צריך לדעת שבכ"מ ובכל זמן ה"ה "כארי וכלביא" ו"בן חורין" בכל הקשור לתומ"צ ואין להתחשב בהגבלות דזמן ומקום.

Synopsis
On the verse [in Shishi of Parashas Balak], “He crouches and lies down like a lion and like a lioness, who will rouse him,” the Midrash states an opinion that this refers to the time “from Tzidkiyahu until King Moshiach” – the time of exile. Meaning, even during the exile, when the Jewish people “crouches and lies down,” they are still “like a lion and like a lioness”; nobody has control over them because exile is only “forced by Divine decree,” until the time when “Who” – Hashem – “will rouse him.” Therefore, the whole concept of exile doesn’t apply to Torah and mitzvos. To ensure that we don’t become accustomed to exile and begin to think otherwise, from time to time we are shown open miracles even in exile (like the miracle of the liberation of 12-13 Tammuz), which remind us that “there is none else besides Him.” This is the lesson from the miracle of 12-13 Tammuz: a Jew must know that in every place and time, he is “like a lion and like a lioness,” a free person in everything related to Torah and mitzvos, and the limitations of time and space are of no consequence.
