הביאור במנהג ש"תורה היא" שביום א' דר"ח אלול "תוקעין להתלמד" משא"כ החיוב לתקוע מתחיל ביום ב' דר"ח: עיקר ענין התשובה (התוכן דתקיעת שופר) הוא בחודש אלול, חודש התשובה, שמתחיל ביום בדר"ח ‏–‏ א' אלול, ולאידך: כללות ענין התשובה הוא על "מפני חטאינו גלינו מארצנו" שבחודש אב שלפנ"ז, וכן יש בחודש אב את הענין ד"והפכתי אבלם לששון" ‏–‏ העבודה עם הלעו"ז וכו', ולכן ההכנה לתשובה שבחודש אלול היא, ה"תוקעין להתלמד" והתשובה על ה"מפני חטאינו" והעבודה עם הלעו"ז, כמו שזה ביום השלושים של חודש אב שהוא יום א' דר"ח אלול.

The custom is that on the first day of Rosh Chodesh Elul, “one blows for practice,” whereas the obligation to blow shofar begins on the second day of Rosh Chodesh. The reason is: the main time for teshuvah is during the month of Elul, which begins on the second day of Rosh Chodesh. On the other hand, the reason we need teshuvah in the first place is the fact that “Because of our sins, we were exiled from out land,” which is connected to the month of Av. At the same time, in the month of Av we find an aspect of “transforming their mourning into gladness,” which is the service of transforming unholiness. Therefore, the way to prepare for the teshuvah of the month of Elul is the “blowing for practice,” the teshuvah and transforming unholiness, in the manner of the thirtieth day of the month of Av, which is the first day of Rosh Chodesh Elul.
