הביאור בסיום מס' יומא: "אמר ר"ע אשריכם ישראל לפני מי אתם מטהרין ומי מטהר אתכם אביכם שבשמים שנאמר וזרקתי עליכם מים טהורים וטהרתם ואומר מקוה ישראל ה' מה מקוה מטהר את הטמאים אף הקב"ה מטהר את ישראל". בפסוק ד"וזרקתי וגו'" מדובר על הטהרה מעבירות חמורות שצריכים "הזאה" – שתחילה צ"ל הזאה ע"י ה', "וזרקתי עליכם מים טהורים", ולאח"ז באה הטבילה שהיא טהרה מלמטה, "וטהרתם". ולאח"ז מוסיף ומחדש "ואומר מקוה ישראל ה'" – שגם הטהרה מעבירות קלות שא"צ הזאה אלא "מקוה" בלבד, אינו אלא בכחו של ה' – ש"הקב"ה מטהר כו'". וזהו "אשריכם ישראל", ש"אביכם שבשמים" הוא זה שמטהר אותם, גם מעבירות קלות. וזהו ענין הטבילה דעיוהכ"פ, שהטעם (הב') לזה הוא "משום תשובה" – כי ענין התשובה הוא שעל ידה נעשה מציאות חדשה (כטבילת גר), ענין שבאין ערוך (ולכן גם צדיק גמור צריך לטבול עיוה"כ), וזהו רק בכחו של ה' – "הקב"ה מטהר את ישראל".

The last Mishna of Masechta Yoma states: Rabbi Akiva said: Fortunate are you, Yisrael; before Whom are you purified, and Who purifies you? Your Father in Heaven, as it says, “And I will sprinkle purifying water upon you, and you shall purify yourselves.” And it says, “The mikveh of the Jewish people” is Hashem.” Just as a mikveh purifies the impure, so too the Holy One, Blessed be He, purifies the Jewish people.” The verse, “And I will sprinkle…” refers to the purification from severe transgressions that require “sprinkling”: first Hashem “sprinkles purifying water upon you,” and then the person does his, “you shall purify yourselves,” by immersing. And then the Mishna adds an additional element, “And it says, ‘the mikveh of the Jewish people is Hashem’” – meaning that even the purification from minor transgressions (which require no sprinkling, only immersion) also happens only by the power of Hashem, “the Holy One, Blessed be He, purifies the Jewish people.” And thus “Fortunate are you, Yisroel” in that “Your Father in Heaven” is the one who purifies you, even from minor transgressions. This is also the (second) reason for immersing on Erev Yom Kippur, “because of teshuvah” – teshuvah causes a person to become a new entity (like the immersion of a convert), incomparable to his previous state (which is why even a complete tzadik must immerse on Erev Yom Kippur), and this is possible only by the power of Hashem – “the Holy One, Blessed be He, purifies the Jewish people.”
