מבואר בדא"ח שכהקדמה להענינים ד"ושננתם .. וקשרתם" ו"ולמדתם .. וקשרתם" שבב' פרשיות דק"ש, ענין התורה ומצוות, בא הענין ד"ואהבת את ה' אלקיך" – עבודת התפילה, ולפנ"ז – הענין ד"שמע ישראל וגו'", ענין האמונה [וזה קשור עם מה שדובר לאחרונה שלילדים קטנים יהי' סידור משלהם, שזה יביא אותם לענין התורה וצדקה שהיא כללות כל המצוות. שהקשר בין "סידור" לתורה מובן מזה שלימוד התורה (גם של ילד אם כבר שייך לזה) צ"ל רק לאחרי אמירת ברכת התורה שכתוב דוקא בסידור, ועניני התורה באים שם רק לאחרי ברכת התורה]. וזהו סדר עבודת היום וסדר העבודה במשך החיים: אמונה, עבודת התפלה, לימוד התורה וקיום המצוות. וזה גם מה שהתחלת חודש אב, זמן ד"בין המצרים", צ"ל עם ענין האמונה כדי לא להתפעל מחושך הגלות, ועבודת התפלה שעי"ז "קשורים למעלה" ולא נופלים ע"י הגלות, ואח"כ באים לענין התורה וצדקה שעי"ז יוצאים מהגלות – "ציון במשפט תפדה ושבי' בצדקה".

Chassidus explains that the “Veshinantam…Ukeshartam” and Ukeshartem…V’limadetem” in the two paragraphs of Shema, which represent Torah and mitzvos, must be preceded by the Ve’ahavta es Hashem Elokecha, loving Hashem your G-d, which represents the service of tefillah, which in turn must be preceded by the Shema Yisrael – faith. (We’ve been emphasizing lately that every Jewish child should have their own siddur, which will lead them to Torah and tzedakah etc. Seemingly, how does a siddur lead to Torah study? The answer is that Torah study must be preceded by the brachah on Torah, which appears specifically in the siddur etc.) And this is the order of man’s divine service every day, and in life in general: faith, then tefillah, then Torah study and mitzvos. This is also why the beginning of the month of Av requires faith, to not be deterred by the darkness of exile, and tefillah, which binds us above (so that we don’t fall down), and then Torah and tzedakah which will bring us out of exile – “Tzion will be redeemed with justice and those who return to her with tzedakah.”
