איתא בגמ' [בבא בתרא כא.] "זכור אותו איש לטוב ויהושע בן גמלא שמו, שאלמלא הוא נשתכחה תורה מישראל, שמתחלה מי שיש לו אב מלמדו תורה מי שאין לו אב לא הי' למד תורה.. התקינו שיהיו מושיבין מלמדי תינוקות בירושלים.. ועדיין מי שיש לו אב הי' מעלו ומלמדו מי שאין לו אב לא הי' עולה ולמד.. התקינו שיהיו מושיבין בכל פלך ופלך ומכניסין אותן כבן ט"ז כבן י"ז.. עד שבא יהושע בן גמלא ותיקן שיהיו מושיבין מלמדי תינוקות בכל מדינה ומדינה ובכל עיר ועיר, ומכניסין אותן כבן שש כבן שבע". והיינו, שהגם שתקנת ר' יהושע בן גמלא היתה חשובה רק לילדים מ"בן שש ובן שבע", ורק עבור אלו שלא הי' להם אב ר"ל (מיעוטא דמיעוטא דבנ"י), ומ"מ "אלמלא הוא נשתכחה תורה מישראל"! ומכאן רואים עד כמה החינוך של כמה קטנים מישראל נוגע לכלל ישראל! וההוראה: על כ"א לעשות את כל התלוי בו להקים חדרים לילדי ישראל בסביבתו ובכל עיר ועיר, ולא לסמוך על הישיבות לגיל ט"ז-י"ז, או שהאבא ילמד עם הילד וכו'‏.

The Gemara states (Bava Basra 21a): “That man is remembered for the good, and his name is Yehoshua be Gamla. If not for him the Torah would have been forgotten from the Jewish people. Initially, whoever had a father, [his father] would teach him Torah. Whoever did not have a father would not learn Torah…they instituted  that teachers of children should be established in Yerushalayim…But still, whoever had a father, [his father] ascended with him [to Jerusalem] and had him taught, but whoever did not have a father, he did not ascend and learn. They instituted  that they should be established  in each and every region, and they brought [the students] in at  age  the age of sixteen  and at  the age  of seventeen. Until Yehoshua ben Gamla came and instituted that teachers of children should be established in each and every province and in each and every town, and they would bring them in at the age of six and at the age of seven.” Meaning, although Yehoshua ben Gamla’s ordinance only applied to children from age six or seven, and only those who had no father Rachmana litzlan (a small minority of Jews), nevertheless, “If not for him the Torah would have been forgotten from the Jewish people.” Here we see how much the education of a small number of Jewish children affects the entire Jewish people. The lesson is that everyone must do everything in their power to establish chadarim for Jewish children in every city, and not to rely on the yeshivos for older students or on the assumption that the father will teach the child etc.
