Who doesn’t love a bright beautiful helium filled balloon? And what is better than one balloon? How about 2 million colourful, helium filled balloons!

In September of 1986, Cleveland was a city that was struggling.  They had the highest unemployment rate in the country, by a landslide. So, how do you get back on the map? Release 2,000,000 balloons!!  What could possibly go wrong?!
