Ballotpedia’s year-end recall report found that 18.31% of elected officials targeted for recalls in 2023 were removed from office–the highest percentage of successful recalls since 2018. 

Joshua Spivak is Senior Research Fellow at Berkeley Law's California Constitution Center and at the Hugh L. Carey Institute at Wagner College. He is the publisher of the Recall Elections Blog and author of the 2021 book, “Recall Elections: From Alexander Hamilton to Gavin Newsom.”
