85% is the amount New York State has to reduce greenhouse gas emissions by 2050. One of the major pathways to this reduction will be the State’s Cap-and-Invest program, which will cap and reduce emissions, auction off the right to emit, set up a trading system for those rights, and generate billions of dollars to be invested in energy transition and to offset costs of the transition for some residents.
