昭和62年の国鉄の分割民営化に伴い、全国の赤字路線の多くが廃線となった。

それからおよそ30年、いま再び、日本の各地でローカル線が廃止の危機に直面している。

過疎化が進む地域では、その経営を維持することが難しくなっていることと、老朽化により災害などの影響を受けやすくなっていること、そしてその復旧費用を賄いきれなくなってきていることなどが、理由である。

たとえば、ＪＲ西日本は、島根県と広島県に敷かれた「ＪＲ三江線」全長108キロメートルの全線廃止を正式に表明した。

利用者の減少に歯止めがかからず、経営が困難な状況に陥っているためである。

また、JR北海道では、経営を維持することが難しいほどに旅客が減っている路線が、全体の4分の3を占めているという。

鉄道は、車両だけではなく線路や駅舎など、ランニングコストがかかる。

しかし、それをJRが負担することは限界だというところまで事態は悪化しているのだ。

JRも企業である以上、採算の取れない路線を維持し続けることは、きわめて困難だ。

JRは、路線を維持するために自治体にも相応の負担を求めているが、過疎化が進むなか自治体の財政は苦しい。

一方、廃線は、自治体にとっても死活問題である。

車をつかえない人にとっては、鉄道が欠かせない移動手段であることはいうまでもない。

それを廃止されてしまっては、自治体の過疎化がさらに進んでしまう。

もちろん、観光客の足も遠のくことだろう。

地域経済や、人々の暮らしと密接に関わる鉄道をどのように維持していくか。

JRと自治体とが一体となって、知恵を絞るべき時代になっている。

また、JRほっかいどうでは、けいえいをいじすることがむずかしいほどにりょきゃくがへっているろせんが、ぜんたいの4ぶんの3をしめているという。

てつどうは、しゃりょうだけではなくせんろやえきしゃなど、ランニングコストがかかる。

しかし、それをJRがふたんすることはげんかいだというところまでじたいはあっかしているのだ。

JRもきぎょうであるいじょう、さいさんのとれないろせんをいじしつづけることは、きわめてこんなんだ。

JRは、ろせんをいじするためにじちたいにもそうおうのふたんをもとめているが、かそかがすすむなかじちたいのざいせいはくるしい。

いっぽう、はいせんは、じちたいにとってもしかつもんだいである。

くるまをつかえないひとにとっては、てつどうがかかせないいどうしゅだんであることはいうまでもない。

それをはいしされてしまっては、じちたいのかそかがさらにすすんでしまう。

もちろん、かんこうきゃくのあしもとおのくことだろう。

ちいきけいざいや、ひとびとのくらしとみっせつにかかわるてつどうをどのようにいじしていくか。

JRとじちたいとがいったいとなって、ちえをしぼるべきじだいになっている。

Along with the breakup and privatization of the National Railways in 1986, many of the routes with deficits across the country became abolished lines.

About 30 years later, local lines are now facing a crisis of abolition again in various parts of Japan.

Of course, tourists will also find it harder to travel.

How will we maintain railways that are closely related to the local economy and people's livelihoods?
