現行の学習指導要領においては、小学5・6年生で「外国語活動」という特別な授業が週1回で設けられている。

歌やゲームなどを通して、外国語(主に英語)に触れるという学習だ。

「教科」ではないため、あくまでも「外国語に触れる楽しさ」を重視し、特に成績もつけない。

「聞く」「話す」といった学習活動が中心である。

しかしこれが、次期学習指導要領では大きく変化する。

まず、現行の「外国語活動」が、小学3・4年生からとなり、さらに小学5・6年生からは「英語」が「教科」となる。

「外国語活動」は開始年齢を早め、小学5・6年生からは「読む」「書く」が本格的に行われることになった。

特筆すべきは、小学5・6年生からの「英語」は「教科」になるので、明確な成績もつけられることである。

さらに「三人称」や「過去形」といった内容は、現在は中学校で学ぶが、これも小学校で学ぶ内容に加えられる予定だ。

日本人の多くは英語に苦手意識を持っており、6年間も学んでいるのにさっぱり役に立たないと批判されて久しい。

したがって、国が、世界に通用する人材の育成を目指し、英語教育により一層力を入れようとするのは当然だろう。

しかしながら、こうした教科としての小学校「英語」を指導する人材の確保など、山積する課題はいまだ多い。

すべての教科を基本的にひとりで指導しなければならない教師の負担は、さらに増えるだろう。

また、英語よりもまずは国語だ、という意見も根強い。

次期学習指導要領の小学校への全面導入は2020年度であるが、それまでにこうした問題がどの程度解消されるのかが注目される。

げんこうのがくしゅうしどうようりょうにおいては、しょうがく5・6ねんせいで「がいこくごかつどう」というとくべつなじゅぎょうがしゅう1かいでもうけられている。

うたやゲームなどをとおして、がいこくご(おもにえいご)にふれるというがくしゅうだ。

「きょうか」ではないため、あくまでも「がいこくごにふれるたのしさ」をじゅうしし、とくにせいせきもつけない。

「きく」「はなす」といったがくしゅうかつどうがちゅうしんである。しかしこれが、じきがくしゅうしどうようりょうではおおきくへんかする。

まず、げんこうの「がいこくごかつどう」が、しょうがく3・4ねんせいからとなり、さらにしょうがく5・6ねんせいからは「えいご」が「きょうか」となる。

「がいこくごかつどう」はかいしねんれいをはやめ、しょうがく5・6ねんせいからは「よむ」「かく」がほんかくてきにおこなわれることになった。

とくひつすべきは、しょうがく5・6ねんせいからの「えいご」は「きょうか」になるので、めいかくなせいせきもつけられることである。

さらに「さんにんしょう」や「かこけい」といったないようは、げんざいはちゅうがっこうでまなぶが、これもしょうがっこうでまなぶないようにくわえられるよていだ。

にほんじんのおおくはえいごににがていしきをもっており、6ねんかんもまなんでいるのにさっぱりやくにたたないとひはんされてひさしい。

したがって、くにが、せかいにつうようするじんざいのいくせいをめざし、えいごきょういくによりいっそうちからをいれようとするのはとうぜんだろう。

しかしながら、こうしたきょうかとしてのしょうがっこう「えいご」をしどうするじんざいのかくほなど、さんせきするかだいはいまだおおい。

すべてのきょうかをきほんてきにひとりでしどうしなければならないきょうしのふたんは、さらにふえるだろう。

また、えいごよりもまずはこくごだ、といういけんもねづよい。

じきがくしゅうしどうようりょうのしょうがっこうへのぜんめんどうにゅうは2020ねんどであるが、それまでにこうしたもんだいがどのていどかいしょうされるのかがちゅうもくされる。
