日本では、刑法によって「賭博」は禁じられている。

すなわち、犯罪だ。

リオ五輪選手やプロ野球選手、力士らによる賭博は、何度も世間を騒がせてきた。

もちろん、日本にも競馬や宝くじ、スポーツ振興くじ（toto）などは存在する。しかしこれらは、監督省庁の下で行われ、その収益の一部は国や自治体などの税収となるので、例外として扱われている。

またパチンコは、グレーゾーンにあり、触法行為とは解釈されていない。

しかし、経済を活性化させ、新たな税収を確保するための施策として「カジノ」を中心とした「統合型リゾート（ＩＲ）施設」の整備を促す「統合型リゾート（ＩＲ）整備推進法案（通称、カジノ法案）」を成立させようとする動きが活発になってきた。

この法案は、これまでにも何度か提出されては、廃案や継続審議となってきたものである。

それが再び注目を浴びるようになったのは、超党派の国際観光産業振興議員連盟（IR議連）が、東京五輪へむけての整備を目指していることと、これまで慎重であった連立与党の公明党が、今国会での成立のための審議入りに、柔軟な姿勢を見せ始めたからである。

とはいうものの、「ギャンブル依存症」による家庭崩壊、治安悪化への懸念、犯罪資金の流入など、反対派を説得できるだけの具体的な対策が提示されていないために、日本人の「カジノ法案」に対する抵抗はまだ大きい。

こうしたデメリットにどう対処するのか、政権支持率へも影響しかねない問題なだけに、慎重な対応が必要とされている。

このほうあんは、これまでにもなんどかていしゅつされては、はいあんやけいぞくしんぎとなってきたものである。

それがふたたびちゅうもくをあびるようになったのは、ちょうとうはのこくさいかんこうさんぎょうしんこうぎいんれんめい（IRぎれん）が、とうきょうごりんへむけてのせいびをめざしていることと、これまでしんちょうであったれんりつよとうのこうめいとうが、いまこっかいでのせいりつのためのしんぎいりに、じゅうなんなしせいをみせはじめたからである。

とはいうものの、「ギャンブルいぞんしょう」によるかていほうかい、ちあんあっかへのけねん、はんざいしきんのりゅうにゅうなど、はんたいはをせっとくできるだけのぐたいてきなたいさくがていじされていないために、にほんじんの「カジノほうあん」にたいするていこうはまだおおきい。

こうしたデメリットにどうたいしょするのか、せいけんしじりつへもえいきょうしかねないもんだいなだけに、しんちょうなたいおうがひつようとされている。

In Japan, gambling is prohibited under the Penal Code.

In other words, gambling is a crime.

Gambling by athletes at the Rio Olympics, professional baseball players, and sumo wrestlers, etc., has caused trouble in Japan many times.

Of course, Japan has horse racing and a lotto, as well as sports promotion lottery kind of things (Toto).

However, these activities are conducted under the supervision of government agencies, and as part of the income from these is collected as tax revenue for the national government and local governments, they are treated as exceptions.

Pachinko also represents a gray area, however, it has not been interpreted as a violation of the law.

However, as a measure to revitalize the economy and to secure new tax revenues, there have been moves towards establishing the “Integrated Resort (IR) Development Promotion Bill (commonly known as the Casino Bill)” in order to encourage the development of “Integrated Resort (IR) Facilities”, with a focus on casinos.

This bill has been submitted several times in the past, and has been scrapped and made subject to ongoing deliberations.

The reason for it coming to the surface again is that the bipartisan Alliance for the Promotion of International Tourism (IR caucus), has the aim of establishing these for the Tokyo Olympics, and the ruling Komeito Party, which has been cautious in the past, is now showing a more flexible attitude towards deliberating the establishment of this in the current National Assembly.

That being said, as no specific measures have been presented for convincing opponents that are concerned about family breakdown due to gambling addiction, decreased security, and the influx of criminal proceeds, etc., there is significant opposition among the Japanese to the Casino Bill.

Careful consideration is needed on how to handle these disadvantages, and how to avoid a negative impact on the government support rate.
