The Albanian government has made an extraordinary new ministerial appointment - an artificially generated cabinet minister. 

Its been directed by Albania's prime minister to oversee decisions on public tenders and make them "100 per cent corruption-free".

But there's concern over who really controls it and whether it is constitutional.
