When a young Penn State college student goes missing after a costume party on Halloween night, everyone on campus is in a state of panic. But police have very little to go on until a tip comes in from an eyewitness who may have seen a young girl, matching Cindy's description, get abducted. Was this young woman Cindy Song, or was it one of several twists and turns that have managed to keep police on their toes for all these years? With one particular suspect in the back pockets of those investigating Cindy's case, they must first decide if what they hold on to this suspect is too far-fetched, even for the evilest of all killers, or will it lead them to finding Cindy?
