Johns Hopkins University researcher Daniel Webster has admitted in an interview that even "universal background checks" won't have much of an impact on shootings and homicides, and should be seen as just the first step in a bigger round of restrictions on gun owners, including a gun licensing regime and mandatory waiting periods.
