The Albanese government has entered talks with the European Commission about joining its $170 billion Horizon Europe initiative — the world's largest funding program for research and innovation.

It comes as a report from the Organisation for Economic Cooperation and Development shows Australian universities have one of the lowest levels of government funding per student in the OECD.
