AUSTRALIA, VICTORIA, MELBOURNE. Our officials are the safeguards of our sport whose contribution remains vital to motorsport operations. MA recognises and values the reciprocal nature of the relationship between the sport and the individual and is committed to encouraging and bolstering junior participation with a view to provide young people with an early opportunity to experience officiating.

With an aging population, Australian sporting associations and groups across the board, are unfortunately experiencing a decline in volunteer numbers, and motorcycle racing is certainly no different. The intention of MA's Junior Offical Policy is that juniors who participate in volunteering at an early age will be keen to remain in the sport in an official capacity, having learnt from experience that being part of motorcycle events can deliver many benefits including: social interaction, the rewards of continual learning, bettering of skill bases through an enhanced understanding on MA methods and expectations as well as being apart of all the unique action motorsport provides.

The Junior Officials Policy aims to assist MA in upholding its core values of creating a safe, fair and inclusive environment for everyone, especially volunteers under the age of 18 that are engaged in performing tasks at an MA permitted event. Our commitment is to ensure that every junior official is adequately trained and appropriately supervised.

1.     Purpose

The Junior Officials Policy is a hands-on and skill based initiative that will train and retain young officials and introduce them to officiating at motorcycle sport events in a safe and carefully supervised manner. It will enhance their total understanding of motorcycle competition and provide ongoing knowledge and experience in the sport.

This Policy seeks to ensure the safe conduct of duties and proper supervision of all Junior Officials – that is, anyone under the age of 18. It is a Policy requirement that the conditions of this policy are met.

2.     Definitions

Junior Official: Any person under the age of 18 who is appointed by an Event Organiser and trained to undertake a specific task at events under the control of an Event Permit issued by MA and/or RCB.

The Junior Official Policy is a positive initiative that see’s the transfer of skills built up over the course of many years, in a ‘passing of the baton’ to the up and coming generation of sporting officials. The policy outlines safe and developmentally encouraging ways to utilise vast knowledge resources that are our Senior Officials.

AUSTRALIA, VICTORIA. This weekend will mark the start of the motocross racing season in Victoria as Shipwreck Coast MCC will run their annual Motocross Open near Warrnambool.

With the first race of the season, eminent many competitors and crew will be concentrating on the bike, loading the moto vehicle and making sure everything is packed for the weekend away, a bit of time must be spent on checking the 2017 Manual of Motorsport (MoMs) which contains the rules for motorcycle competition in Australia for events licensed under Motorcycling Australia.

Sure the Supplementary Regulations (Supp Regs) give competitors information about the specific event they are entering, however, every competitor and support crew needs to be aware of the rules stated in the 2017 Manual of Motorsport (MoMs), and officials will speak to competitors in a manner where the competitor is expected to know the rules. The Supp Regs will advise competitor classes for the event, race length, entry fees, Medical Services, Admission Fess, times available to sign into the event, when and where riders briefing will be, Awards and Prizemoney.

One of the big changes in motorcycle racing in Australia for 2017 is the introduction of the 'Tear-Off Ban' throughout Australia. This means that tear-offs can not be used in any motorcycle competition endorsed/licensed under Motorcycling Australia or relevant State Controlling Body (SCB, Motorcycling Victoria, Motorcycling New South Wales etc). The tear-off ban gives competitors 2 options, run a standard set of helmet goggles or run a 'roll-off' system. The roll-off system is favorable because the film is contained in a container on the side of the goggle and unless something goes wrong (the party streamer, hanging from the goggles) there is no negative impact to the environment.

7.2.0.1 Tear-offs are banned for all Off-Road related disciplines,including Minikhana

Rule Information:

Motorcycling Australia would like to remind all MA Off Road Racing disciplines that goggle and/or Visor tear-offs will be banned from competition as outlined in Appendix A, rule 7.2 of the 2017 MoMS.

Roll-off systems are allowed.

All MA affiliated clubs, promoters and participants should take note of the above to ensure riders adhere to this rule.

Current Rule in the 2016 Manual of Motorcycle Sport:

14.14.11     Maintenance, Repair, Alteration and Refuelling

14.14.11.1    A machine may be cleaned, altered, repaired or refuelled during an event as follows:

m)    There must be at least one refueling depot at a maximum of every 35km.

New Rule after Change:

14.14.11     Maintenance, Repair, Alteration and Refuelling

14.14.11.1    A machine may be cleaned, altered, repaired or refuelled during an event as follows:

…

m)    There must be at least one refueling depot at a maximum of every 50km.

Rationale:

Rule was altered in 2016 by the Enduro Commission in error. Rule requires immediate reversion to 2015 wording to ensure upcoming Australian National Championship events can be run with the correct regulations.

All Clubs and participants should take note of the above to ensure no rider is penalised for not adhearing to this rule change pertaining to Fuel Stops in Senior Events.
