His horrific, pro-eugenics legacy included performing inhumane surgeries on inmates as a way to rehabilitate them...from thyroid removal to transplanting testicular glands from executed prisoners to living inmates. His belief in surgical cures for criminal minds made him a medical Frankenstein.
