Because they are a critical part of the infrastructure in many counties, there are agencies that have requirements for 5G, mobile networks, etc. and how they are to be secured as well as providing data privacy.
While information is being transferred on the data and control plain, the control plain needs the highest level of security to make sure the entire network does not come down
