And then there is the matter of the same beneficiary showing up on more than one policy.

In a New Orleans slum late at night, a vicious group of waterfront hustlers murder an illegal immigrant because he won too much money from them in a card game. The next morning a doctor with the Public Health Service discovers the dead man was suffering with pneumonic plague.

Before a catastrophic epidemic breaks out, the doctor must find and inoculate the killers. A reluctant police captain, who is skeptical, must work with the doctor in complete secrecy lest they set off a citywide panic. The two men must have 48 hours to track down the killers -- or else.

It seems the suspect always does the same thing: He sits at the bar, has a couple of drinks, and plays "Poor Butterfly" over and over again on the juke box before pulling a gun and demanding money.

The detectives track the suspect to an apartment building where they believe he lives. It is there that things quickly get out of hand.
