প্রথমেই আসে market freedom. বাজারে কেনা-বেচার স্বাধীনতা মানুষের শ্রম বিক্রি করা, কাজ পাওয়া, এবং আয় করার সুযোগ তৈরি করে। কিন্তু Sen দেখান, market efficiency মানেই justice না। বাজার অনেক কিছু ভালোভাবে চালালেও public goods, externalities, এবং সামাজিক সুরক্ষা একা বাজার দিতে পারে না। তাই বাজারকে দেবতা বানানোও ভুল, আবার রাষ্ট্রকে সবকিছুর মালিক বানানোও ভুল। দরকার blended framework: market + state + social opportunities।

এরপর আমরা কথা বলি সরকার কীভাবে গরিবকে সাহায্য করতে পারে “ব্যাংক ভাঙা” ছাড়াই। এখানে Sen inflation নিয়েও সতর্ক করেন: উচ্চ inflation “dynamic instability” তৈরি করে, কিন্তু “zero inflation” obsession দিয়ে বাস্তব মানুষের প্রয়োজনকে sacrifice করা আরও বড় ভুল।

তারপর আসে targeting বনাম capability. Means-testing করে “শুধু গরিবকে টাকা” দিতে গেলে তিনটা সমস্যা হয়:

• information distortion (মানুষ আয় লুকায়)

• incentive distortion (যোগ্য হতে কাজ বন্ধ করে)

• stigma (সামাজিক লজ্জা/তাচ্ছিল্য)
  তাই Sen-এর প্রস্তাব: টাকা নয়, capability target করা। শিক্ষা, স্বাস্থ্য, নিরাপদ পানি, প্রতিবন্ধীদের সহায়তা, social safety net এগুলো self-targeting, distortion কম, আর dignity বজায় রাখে।

এই সমস্যাগুলো কি এতটাই বড় যে গরিবদের জন্য কিছুই করা যায় না?

Poor Economics-এর শেষ এই episode-এ আমরা individual choice থেকে সরে এসে দেখি institutions, politics আর policy design কীভাবে গরিবদের জীবন বদলায়, অনেক সময় কোনো social revolution ছাড়াই।

শুরু করি Uganda থেকে। সরকার স্কুলের জন্য টাকা পাঠালেও তার মাত্র ১৩ শতাংশ পৌঁছাত। সবাই ভাবত corruption এত গভীর যে কিছুই করার নেই। কিন্তু যখন সরকার শুধু newspaper-এ লিখে দিল কোন স্কুল কত টাকা পাওয়ার কথা, তখন কয়েক বছরের মধ্যেই স্কুলগুলো ৮০ শতাংশ টাকা পেতে শুরু করল। System বদলায়নি, information বদলেছিল।

এরপর আমরা যাই Brazil-এ। Democracy থাকলেও, জটিল paper ballot-এর কারণে গরিব ও কম শিক্ষিত মানুষের ভোট বাতিল হয়ে যেত। Electronic voting machine আর candidate-এর ছবি যোগ করায় লক্ষ লক্ষ মানুষ সত্যিকারের ভোটাধিকার পেল, আর তার ফলেই public health spending বেড়ে গেল। Democracy এখানে বড় ধারণা না, ছোট design detail-এর ওপর দাঁড়িয়ে ছিল।

এই episode-এ আমরা দেখি caste-based politics আর gender prejudice-ও immutable না। Uttar Pradesh-এ development information দিলে মানুষ caste-এর বাইরে ভোট দিতে শুরু করে। গ্রামে নারী নেত্রী বাধ্যতামূলক করলে শুধু policy না, culture-ও বদলায়। মানুষ নিজের চোখে দেখে যে তাদের ভয় বা prejudice ভুল ছিল।

শেষ অংশে আমরা বইয়ের সবচেয়ে গুরুত্বপূর্ণ synthesis-এ আসি।
Growth কি আমরা predict করতে পারি? না।
Personal responsibility কি missing ingredient? না।
Free দেওয়া কি dependency তৈরি করে? সবসময় না।

Poor Economics আমাদের বলে, বড় সমস্যা মানেই বড় সমাধান দরকার না। অনেক সময় poverty টিকে থাকে Ignorance, Ideology আর Inertia-এর কারণে। আর সেগুলো ভাঙতে দরকার ছোট, boring কিন্তু effective technical fixes।

আর এত পরিশ্রমী মানুষগুলো কেন বড় business গড়তে পারে না?

এই episode-এ Poor Economics বইয়ের Chapter 7, 8 এবং 9 নিয়ে আমরা কথা বলি, যেখানে lending, saving আর entrepreneurship-এর জনপ্রিয় গল্পগুলো ভেঙে দেখা হয়।

Chapter 7-এ আমরা ঢুকি ঋণের জগতে। Chennai-র ফল বিক্রেতারা প্রতিদিন ছোট loan নেয়, কিন্তু সুদ দেয় দিনে প্রায় ৫ শতাংশ। বাইরে থেকে এটা exploitation মনে হলেও, বাস্তবে এই উচ্চ সুদের বড় অংশ যায় screening, monitoring আর trust তৈরি করার খরচে। Microfinance এখানে সাহায্য করে, কিন্তু সেটা কোনো revolution না। Hyderabad-এর বড় study দেখায়, microcredit মানুষকে business শুরু করতে সাহায্য করে, কিন্তু health, education বা empowerment-এ dramatic পরিবর্তন আনে না। উপরন্তু, rigid rules আর public pressure-এর কারণে অনেকেই সস্তা loan ছেড়ে expensive moneylender-কে prefer করে।

Chapter 8-এ আমরা দেখি saving-এর paradox। কেন গরিবরা bank-এ না রেখে brick কিনে ঘর বানায়? কেন Kenyan কৃষকরা ৭০ শতাংশ return থাকা সত্ত্বেও fertilizer কিনতে পারে না? এখানে সমস্যা information-এর না, problem self-control আর timing-এর। Brick, ROSCA, fertilizer voucher এগুলো আসলে commitment device, যা মানুষকে নিজের “today self” থেকে বাঁচায়।

Chapter 9-এ আসে Reluctant Entrepreneur। বাইরে থেকে মনে হয় গরিবরা natural-born entrepreneur। কিন্তু data দেখায়, বেশিরভাগ business টিকে থাকে খুব ছোট, খুব কম profit-এ। তারা business করে choice থেকে না, job না পাওয়ার কারণে। আর যেটা সবচেয়ে গুরুত্বপূর্ণ, বেশিরভাগ গরিব মানুষের স্বপ্ন entrepreneur হওয়া না, বরং একটা stable “good job”।

স্কুল আছে, শিক্ষক আছে, তবু বাচ্চারা কেন শেখে না?
আর গরিবরা জানার পরও কেন বেশি সন্তান চায়, insurance নেয় না, আর একসাথে এতগুলো কাজ করে?

এই episode-এ Poor Economics বইয়ের একাধিক অধ্যায় একসাথে ধরে আমরা education, population আর risk এই তিনটা বড় প্রশ্ন explore করি। শুরু করি ভারতের একটি গ্রাম থেকে, যেখানে Shantarama নামের এক মা দেখেন, তার কিছু সন্তান কলেজে গেলেও মাঝের দু’জন স্কুল ছেড়ে দিয়েছে, কারণ স্কুল “boring”।

এখান থেকেই আসে Schooling vs Learning প্রশ্নটা। Policy makers স্কুল বানাতে সফল, কিন্তু শেখা হচ্ছে কি না, সেই প্রশ্নটা উপেক্ষিত। ASER রিপোর্ট দেখায়, ক্লাসে থাকা মানেই পড়া শেখা না। Curriculum তৈরি হয়েছে eliteদের জন্য, average বাচ্চাদের জন্য না, ফলে বেশিরভাগ বাচ্চা শুরুতেই পিছিয়ে পড়ে।

এরপর আমরা ঢুকি population debate-এ। Pak Sudarno, ইন্দোনেশিয়ার এক scrap collector, নিজেকে এলাকার সবচেয়ে গরিব মানুষ বলে, তবু ৯ সন্তান নিয়ে “absolutely happy”। কারণ তার কাছে সন্তান মানে insurance, savings আর lottery ticket একসাথে। যেখানে pension বা social security নেই, সেখানে সন্তানই future security।

এই episode-এর শেষ অংশে আমরা কথা বলি risk আর insurance নিয়ে, যেটা Poor Economics-এর সবচেয়ে powerful insight গুলোর একটা।

আমরা দেখি Ibu Tina-র গল্প। একের পর এক “bad breaks” তার ছোট business ধ্বংস করে দেয়। Policy makers ভাবতেন, এত risk থাকলে গরিবরা insurance নিতে চাইবে। কিন্তু বাস্তবে insurance-এর demand খুব কম। কারণ insurance মানে আজ টাকা দেওয়া, ভবিষ্যতের একটা “খারাপ দিনের” promise-এর জন্য, যেটা আমাদের brain naturally ignore করে।

তারপর আসে solidarity networks। পরিবার আর প্রতিবেশীরা hunger বা ছোট shock-এ সাহায্য করে, কিন্তু বড় health shock-এ না। Indonesia-তে দেখা গেছে, গুরুতর অসুস্থতায় household consumption প্রায় ২০ শতাংশ কমে যায়। Community বড় medical cost নিতে পারে না।

সবশেষে আমরা দেখি কেন গরিবরা একসাথে এতগুলো ছোট কাজ করে। বাইরে থেকে এটা smart diversification মনে হলেও, আসলে এটা risk থেকে বাঁচার চেষ্টা। এর hidden cost হলো specialization না হওয়া, skill grow না করা, আর বড় income opportunity হারানো।
