The Civil Service Commission is a Charter mandated component of Sacramento County government. The Sacramento Area Flood Control Agency (SAFCA) was formed in 1989 to address the Sacramento area's vulnerability to catastrophic flooding. This vulnerability was exposed during the record flood of 1986 when Folsom Dam exceeded its normal flood control storage capacity and several area levees nearly collapsed under the strain of the storm. In response, the City of Sacramento, the County of Sacramento, the County of Sutter, the American River Flood Control District and Reclamation District No. 1000 created SAFCA through a Joint Exercise of Powers Agreement to provide the Sacramento region with increased flood protection along the American and Sacramento Rivers.
The Community Planning Advisory Councils were created in the unincorporated County to facilitate and encourage direct citizen participation early in the planning process when it is easier for project proponents and decision-makers to respond to public concerns. The primary purpose of the CPAC is to gather community response to proposed projects. The projects reviewed range from broad policy questions that apply countywide, to small development projects of local interest. Entitlements reviewed include General Plan and Zoning Code amendments to plans, zoning matters and use permits.

The STA is primarily responsible for administering the Measure A program: the half-percent sales tax for transportation improvements in Sacramento County.
The STA also administers the Sacramento Metropolitan Freeway Service Patrol (FSP) program in cooperation with Caltrans and the California Highway Patrol. The program's primary objective is to reduce the traffic congestion caused by roadway incidents.
The STA Governing Board and staff also serve as the Governing Board and staff of the Sacramento Abandoned Vehicle Service Authority (SAVSA). SAVSA provides funding to participating local jurisdictions for the abatement of abandoned vehicles and vehicle parts on streets and private property.
The STA is the only local countywide transportation agency and, therefore, provides a number of other functions related to setting priorities for the expenditure of specified state and federal transportation funds in Sacramento County.
The Sacramento County Youth Commission consists of fifteen youth appointed by the County Board of Supervisors to be a voice for youth in local government. Commissioners serve three-year terms and must attend a Sacramento County middle or senior high school to be eligible. Commission meetings are monthly. Commissioners also represent the Commission at important community events, forums and committees.
