He plays a "cat and mouse" game with law enforcement, the district attorneys office, and the press giving vague details and then recanting. Later, he includes more victims dubbing them "The Eleven That Went To Heaven". He claims to be the product of a experimental government agency "program" that turned him into a flasher and a murder.
