Boss Scott Walker's budget-repair bill would change labor law for state, county, municipal and school district workers to:
• Limit contract negotiations to cost-of-living pay adjustments.
• End requirements for union members to pay dues.
• Forbid payroll deductions for dues.
• Eliminate binding arbitration to settle disputes.
• Limit contracts to one year (instead of the current three to four years).
• Terminate contracts as soon as they expire, instead of extending contract provisions until a new agreement is reached.
• Decertify unions that don't win votes of 51 percent of all members in April 2011 and each subsequent year.

• Bar unions from attempting recertification for 12 months.
