The Willard City Council approved changes March 12 revising how developers guarantee subdivision improvements, eliminating the use of bonds and standardizing the city’s control over financial assurances. A mule was killed and a pickup truck was likely totaled after a collision Saturday night on U.S. Highway 89 in South Willard, according to the Utah Highway Patrol. The crash occurred around 10 p.m. near 7850 South during windy conditions that may have contributed to the incident. Trooper Ken Chugg said three mules had gotten loose after becoming spooked and breaking through a wire fence. The Willard City Council appointed a new land use hearing officer March 12 to oversee administrative hearings related to subdivision, zoning, and other land use matters. Craig M. Call of Anderson Call & Wilkinson, P.C. was selected to replace Dave Church, the previous hearing officer. The council noted that Call comes highly recommended and had been reviewed by city staff prior to the appointment. The Willard City Council approved a request to place a memorial bench honoring Marlene Braegger Jones at the Willard Historic Cemetery.
