New Denver Mayor Mike Johnston has declared a homeless "Emergency".  What does that mean?  Peter Boyles fills in for George.  he and callers discuss Johnstons promise to end homelessness in his first term.  Ending it in 4 years?  After Hickenlooper and Handcock couldn't do it in 10 years. In fact, it has gotten worse. Does Johnston know something the others didn't or is it just another politician making a promise they hope you don't remember?
