They presented as lethargic and their  hearts were beating faster than normal," however it indicated this lasts for 44 hours for a low dosage "The study doesn’t directly comment on the ethics of feeding cannabis to donkeys,  but as a general rule, people are discouraged from intentionally  intoxicating animals and should take precautions to avoid accidental  ingestion." It includes a funding cut for investigations of home cultivation or less then 6 plants. It provides protection to anyone over 21 possessing under 2 ounces of cannabis. It also provides protection to medical patients from negative consequences to a positive UA for cannabis. The measure only affects local policy and does not change Missouri state  laws that continue to criminalize marijuana for non-medical use.
