The District of Saanich, despite its size as the largest municipality on Vancouver Island, lacks a singular identifiable hub ‚ÄĒ something council is seeking to change. The council has proposed an Uptown Douglas plan, which would reimagine the mostly-industrial and commercial neighbourhood as a city core, complete with a renewed focus on pedestrians, densified housing, and improved public transit.
