The Canadian Transportation Agency is asking Canadians to help it develop regulations about the rights of air passengers, including how best to deal with tarmac delays, bumped seats and lost luggage. Transport Minister Marc Garneau discussed the point of the new rules at an Ottawa news conference.

Finance Minister Bill Morneau will announce as early as tomorrow morning where the government plans to go with Kinder Morgan to ensure the controversial Trans Mountain pipeline expansion gets built. Kinder Morgan gave Ottawa until Thursday to convince it to proceed by settling down jittery investors who fear a court challenge from the B.C. government that would make the project too great a liability.
