In a landmark decision, a Japanese court has ruled that the government's non-recognition of same-sex marriage is unconstitutional.
On Wednesday, the Sapporo District Court delivered its ruling on a lawsuit filed in 2019 by three same-sex couples in Hokkaido.
The plaintiffs argued that being unable to marry disregards the principles of freedom and equality guaranteed by the Constitution.
The judge said in her decision on Wednesday that there should not be a difference in the legal benefits that a person receives, based on the individual's sexual orientation. She added that the current practices lack reasonable grounds and are discriminatory.
The plaintiffs had sought compensation from the government, but the court rejected that claim.
There are similar cases pending before courts in Tokyo, Osaka, Nagoya, and Fukuoka. The Sapporo court was the first to hand down a decision.

証明書では、生まれたときから髪の毛が茶色や、まっすぐではないことを書いて、家族がサインなどをします。小さいときの写真を出すように言っている学校もありました。
東京都の教育委員会は「髪を染めたと先生が間違えないように出してもらっていますが、必ずではありません。生徒や家族などの意見も聞いて、毎年、いいやり方を考える必要があります」と説明しています。しかし、専門家は「このやり方は時代に合っていないし、子どもたちの人権の問題もあります」と話しています。

日本では男性と男性、女性と女性の同性が結婚することはできません。
札幌でおととし、同性が結婚できないという国の考え方について、裁判が始まりました。裁判を始めた6人は「憲法は、2人がお互いに結婚したいと考えたら結婚できると言っています。同性が結婚できないのは憲法に違反しています」と言いました。
国は「憲法は、男性と女性が結婚できると言っていて、同性が結婚することを考えていません」と言いました。
17日、札幌地方裁判所で判決が出ました。裁判所は「憲法は、人はみんな平等だと言っています。同性が結婚できないのは差別で、憲法に違反しています」と言いました。裁判所が、同性が結婚できないのは憲法に違反していると言ったのは初めてです。
このような裁判は札幌のほかにも、4つの場所で続いています。

Nearly half of Tokyo high schools ask students with hair that is wavy or not black to submit certificates confirming that their hair is not artificially altered, public broadcaster NHK has reported.
Of 177 high schools run by the Tokyo Metropolitan Government, 79 ask for these certificates signed by parents, NHK said on Thursday, citing information the Japanese Communist Party obtained from the metropolitan government.
In Japan, many schools have strict rules about hair color, accessories, make-up and uniforms, including the length of skirts for girls.
Tokyo's board of education told NHK that the hair certificates are not compulsory. But the broadcaster said only five of the 79 schools make it clear in writing that students aren't required to submit them.

2001年2月10日、ハワイのオアフ島の近くの海で、アメリカの原子力潜水艦が愛媛県の宇和島水産高校の船にぶつかりました。高校の船は沈んで、船を動かす技術などを勉強していた生徒や先生など9人が亡くなりました。
この事故から、10日で20年になりました。高校では亡くなった人のために祈る式がありました。事故が起こった8時43分、沈んだ船についていた鐘を9回鳴らして、亡くなった9人の家族や生徒など260人が静かに祈りました。
校長は「20年が過ぎても、怒りや悲しい気持ちは消えません。この事故を忘れてはいけないと強く思います」と話しました。式に出席した高校2年生は「生まれる前の事故なので、高校に入ってから知りました。悲しい事故のことをたくさんの人に知ってほしいと思います」と話していました。

A memorial ceremony has been held in Hawaii to mark the 20th anniversary of a maritime accident involving a Japanese high school training boat and a US navy nuclear submarine.
The Ehime Maru sank off Hawaii after it was struck by the USS Greeneville on February 9, 2001, local time. The training boat belonged to Uwajima Fisheries High School. Nine people died, including students and others.
The ceremony took place on Tuesday at a waterfront park in Hawaii. It was scaled back this year due to the coronavirus pandemic. Bereaved family members from Japan did not attend.
At the ceremony, the names of the victims were read out, and participants observed a moment of silence at 1:43 p.m., the exact time of the accident.
Attendees laid Hawaiian flower leis in front of a cenotaph bearing the names of the victims.
One of the organizers, Earl Okawa, said it was unfortunate that the bereaved family members were unable to attend because of the pandemic.
He added that a strong friendship has developed between the families and the people in Hawaii. He said, "The relationship hopefully will become even stronger through the years."
