A year after a Utah County deputy sheriff was involved in a fatal accident in Provo, manslaughter charges have been filed. 22-year-old Joseph Spencer was killed as he pulled out of a parking lot on 900 East in Provo. The investigation was turned over to the Summit County attorney, and the manslaughter charge was filed yesterday. Deputy Joseph Richardson is a 17-year veteran of the Utah County Sheriff's Office.
