Moses is right here at the end of his life and ministry and God is telling them exactly how they should organize themselves and what they should do. But with nearly the same breath, he tells Moses that they won't do it. It wasn't until Jesus comes that this promise was fulfilled in the work of Jesus on the cross and the empty tomb and the people in Christ are still completing it today as we live out lives that have been transformed in a way that Israel's hearts were not.
