As a member of the NCMBC’s business development team, Ms. Rodgers (https://www.linkedin.com/in/lauradrodgers/) will identify future and current federal prime and subcontracting opportunities, identify and notify companies of these opportunities and provide one-on-one assistance to help companies bid on and win contracts. Specifically, Ms. Rodgers will monitor contract opportunities from the North Carolina National Guard. Additionally, Ms. Rodgers manages the North Carolina Interagency Cybersecurity Coordinating Committee (I3C) (information can be found at cybernc.us)

Ms. Rodgers is responsible for working one-on-one with North Carolina businesses in Wake, Lee, Chatham, Durham, Orange, Caswell, Person, Granville, Vance, Franklin and Warren counties that desire to do business with the federal government. In this capacity, Ms. Rodgers will help existing businesses to identify, bid on and compete for federal contracts.

Prior to joining the NCMBC, Ms. Rodgers was a Client Relations Manager at North Carolina State University Industry Expansion Solutions where she performed business and operations assessments with defense contractors in the aerospace industry and provided recommendations for improvement. Ms. Rodgers worked for Lockheed Martin on the MX and Titan Missile programs, and General Dynamics Information Technology on military training programs. During her time in the defense industry Ms. Rodgers held a variety position in business operations, training, compliance, quality management systems, business development and proposal preparation.

Ms. Rodgers attended Oklahoma State University and earned a Bachelor of Science in Accounting and a Master’s in Business Administration.

Robert “Bob” Burton serves as the Senior Manager for the North Carolina Defense Technology (DEFTECH) Transition Office. Bob works to connect the NC Innovation Ecosystem (NCIE) (businesses, universities, community colleges, public/private partnerships, investors, and North Carolina military bases) with emerging and urgent technology requirements across Defense and Homeland Security Departments. Providing optimum solutions for our country’s most pressing defense, health, first responder, and law enforcement needs.

Bob Burton is a retired Special Forces CSM with over 25 years of special operations leadership starting from the 12-man SF Operational Detachment Alpha (SFODA). He influenced, led, and drove strategic results through more than ten years of executive-level leadership, including 3-star general officer trusted advisor staff SGM for the U.S. Army Special Operations Command (USASOC). Bob Burton deployed extensively across CENTCOM, EUCOM, and PACOM areas of operation/responsibility (AO/AOR) to support U.S. security and strategic objectives.

Bob Burton has proven combat leadership refined through many engagements from the local tribal chief level through national military leadership levels and advised diplomatic efforts and military operations in sensitive security environments.

The North Carolina Military Business Center (NCMBC) is a statewide business development and technology transition entity of the North Carolina Community College System, headquartered at Fayetteville Technical Community College.
The mission of the NCMBC is to leverage military and other federal business opportunities to expand the economy, grow jobs and improve quality of life in North Carolina.
The NCMBC’s primary goal is to increase federal revenues for businesses in North Carolina. The Department of Defense has an annual impact of $66 billion and is the second largest sector of North Carolina’s economy (12% GDP). With six major military bases, over 100 National Guard and 40 Army Reserve facilities and the third highest number of uniformed military personnel in the country, the State of North Carolina created the NCMBC to leverage opportunities with these installations, DoD commands and federal agencies operating worldwide.

Business Development. The NCMBC’s business development team includes experienced business development, industry and procurement specialists operating from 12 Community Colleges across the state – from Hendersonville to Elizabeth City. These specialists identify the most lucrative federal contract opportunities (prime and subcontracts), notify and pre-position North Carolina firms for specific opportunities, and assist firms to understand government solicitations, prepare winning proposals and to successfully execute federal contracts.

MatchForce. To connect North Carolina businesses with all federal opportunities, including local opportunities at bases in the state, the NCMBC administers the State’s official, FREE web portal for federal contracting – www.MatchForce.org. North Carolina businesses register on the portal and receive automatic matches to federal prime opportunities and to subcontracting opportunities posted by other registered businesses. Firms identifying contract opportunities through MatchForce can then contact the NCMBC business development team for one-on-one assistance.
Strategic Initiatives Program. In addition to business development and MatchForce, the NCMBC conducts several strategic initiatives. These initiatives include:
•Market intelligence – identifying future business opportunities in key sectors
•Pre-positioning and training – for future and current opportunities
•Current business development – connecting businesses to contract opportunities
•Solicitation and proposal support – assisting businesses to compete and win
•Training and resources – providing tools to overcome contracting obstacles
•Events and networking – focused on target sectors including statewide Summits for the medical, aerospace, cybersecurity, military construction and textile and soldier systems industries
DEFTECH.
