Yesterday Premier Gladys Berejiklian declared the NSW COVID-19 outbreak a "national emergency" after the state recorded 136 new cases, with 53 cases infectious in the community.

The Premier called for more support from other states and the federal government, but after a National Cabinet meeting very little additional help was forthcoming. So what are levers are left for NSW to pull? And what are the political implications?
