The burgeoning love between Raljebi and Q’Zeiyn finally crosses a point of no return, as he acknowledges—first to his cousin and then to the universe as a whole—that he loves her. In the meantime, a cryptic message received from the Caprionese Embassy, offering Raljebi amnesty if he surrenders to the authorities and joins the army, is denounced by Noe Ril’Lem as a cryptic death sentence, while outside Camp Palag powerful forces organizing to expel aliens from Mira move a step closer to their goal.

The protest camp, slowly developing a functioning government, puts the bandits known as the Raiders on public trial. Q’Zeiyn nominates Raljebi to sit on the jury, citing his tolerance of others as an indication of his honesty and objectivity. But Raljebi is reluctant, finding the broader issues behind the judgment of others more troubling than he expected. In the meantime, his relationship with Q’Zeiyn has now become public knowledge.

Although he originally began hanging out with Q’Zeiyn as a favor to his friend Quilq, Raljebi begins to realize he’s developing romantic feelings for her—which seems natural enough to him even though she’s a Menkarian, and a reptile. It’s a strange time for love to be blossoming, though, as the plague continues to ripple through the camp, and the inevitable revenge against the bandits known as the Raiders begins to take shape.

Camp Palag, already dangerously overcrowded, continues to deteriorate with the arrival of even more peace protesters. But as conditions worsen, Raljebi develops an interest in a colorful newcomer from Caprion, at the same time as Quilq hopes to pair up his friend with the younger of the two Menkarian women. Unfortunately the problems of the camp take center stage again when the Raiders step up their reign of terror and pillage.

Raljebi finds the “Palags” camped on the athletic fields next to the Galactic Peace Institute to be a colorful rainbow of alien races, cultures and attitudes, which captures his imagination and seems to validate his expectations. But he and Quilq soon discover that life in Camp Palag is no picnic. Bad food, terrible sanitary conditions and the planet’s natural heat and excessive gravity combine to make day-to-day existence in the camp challenging.

Having dropped out of school and left Algeron abruptly, Raljebi and Quilq hop a Fomalhautian freighter as black-market passengers to try to get to the peace demonstration on Mira. During the voyage Raljebi suffers a depressive episode, and adjusts awkwardly to living in close proximity to aliens who don’t understand him. In the meantime, Quilq searches for information on what happens when they reach Mira and how to gain entry to the Galactic Peace Institute.

Dejected that his best friend will be leaving him, Raljebi goes in search of a drink on Algeron’s squalid second moon. At the only dive bar on the moon that will serve humanoids, he unexpectedly crosses paths with three drunk Menkarian merchant mariners who are intent on demonstrating just how much they hate Caprionese. The encounter leads to Raljebi’s sudden change of heart about Quilq’s plans to join the protest movement.
