Given the striking similarities, the timing of the film, and the strategic location of the accident such that it pollutes the main freshwater artery of the U.S. (the head of the Ohio River, which feeds into the Mississippi) Jacki asks whether the government has ruled out ecoterrorism or sabotage by a foreign government.
