In the spring of 2022, 46 eDiscovery Business Confidence Survey participants chose to answer at least one of the optional business operational metric survey questions in the quarterly survey. Exactly 21.7% of survey respondents reported Days Sales Outstanding (DSO) as increasing in the spring of 2022. This is a decrease from 41.9% reporting DSO as increasing in the winter of 2022. This is the lowest percentage of respondents reporting DSO as increasing since the summer of 2021 when 20.3% of respondents reported DSO as increasing.

According to the new Tallinn Paper by Jeremy K. Davis and published by the NATO CCDCOE, the author proposes that standards of proof applicable to peacetime cyber attribution should be more stringent as the severity of the action in response increases. A more balanced approach would subject attribution of internationally wrongful cyber operations giving rise to countermeasures to a preponderance of the evidence standard. At the same time, any response taken by a state in self-defense should require attribution based on clear and convincing evidence before it is deemed “reasonable”.

According to the latest ISW update, the Russian General Staff issued a fictitious report on the first month of the Russian invasion of Ukraine on March 25 claiming Russia’s primary objective is to capture the entirety of Donetsk and Luhansk oblasts. Sergei Rudskoi, first deputy chief of the Russian General Staff, gave a briefing to Russian press summing up the first month of the Russian invasion on March 25. Rudskoi inaccurately claimed Russian forces have completed “the main tasks of the first stage of the operation,” falsely asserting that Russia has heavily degraded the Ukrainian military, enabling Russia to focus on the “main goal” of capturing Donetsk and Luhansk oblasts.
