Involvement in disaster research at North Dakota State University extends back to 1979 when departmental faculty received National Science Foundation funding to study the impact of a large tornado in Texas. The establishment of a specific Emergency Management curriculum, however, began in 2001 when the State Board of Higher Education approved a minor in Emergency Management. In 2003 the State Board approved proposals to offer bachelor’s, master’s and doctoral degrees in Emergency Management. As a result, NDSU became one of the many undergraduate programs in Emergency Management, one of the few with master’s degrees, and the only doctoral degree in the United States that was specifically granted in Emergency Management. The first bachelor's, master's, and doctoral degrees were awarded in 2004, 2006, and 2009, respectively.

The structures, roles, and responsibilities described in this Framework can be partially or fully implemented in the context of a threat or hazard, in anticipation of a significant event, or in response to an incident. Implementation of the structures and procedures described herein allows for a scaled response, delivery of specific resources and capabilities, and a level of coordination appropriate to each incident.

Dr. Alyssa L. Provencio is an assistant professor in the Department of Political Science and Master of Public Administration program at the University of Central Oklahoma (UCO). She is also the Coordinator of the Certificate in Disaster Management. She teaches a number of courses in emergency and disaster management, public administration, and environmental and social justice. Designed to complement the strengths of more discipline-based graduate degree programs, the certificate is a valuable addition to those programs but is also offered as a standalone certificate for non-degree students.

David Etkin is the Author of The Ethical Emergency Manager: Issues, Morality, and Dilemmas. David Etkin is a Professor of Disaster and Emergency Management at York University.
He has contributed to several national and international natural hazard projects including the 2nd U.S. national assessment of natural hazards, the IPCC, was Principal Investigator of the Canadian National Assessment of Natural Hazards and is Past President of the Canadian Risk and Hazards Network. His current areas of research are disaster risk assessment and disaster ethics. He has over 80 publications including two textbooks and 6 edited volumes.
