The rabble-rousing state lawmaker turned party insider could land a promotion to House majority leader amid other GOP shuffling, but insurgents in his party could stand in his way. Emmer currently serves as majority whip, the No. 3 position in Republican leadership. If Majority Leader Steve Scalise succeeds in his bid for House Speaker, that would put Emmer in line to move up.
