Governments and churches have gotten this wrong for years. To get people engaged, overseers organize programs, groups, public announcements, or sermons. These don't get it done. They are good encouragers for people who are actually trying, and need encouragement. But legislation and public calls to action do not engage individuals who aren't currently interested in the work.
