Savinder Singh Uppal was born on 8 April 1924 in Dhamal village of British Punjab (now Pakistan) to S. Fakir Singh. He studied higher up to Hons Punjabi, MA English/Punjabi, and PhD. He was the Secretary at Shri Vallabhbhai Patel Library Narela from 1947 to 50. Then he worked as the Head of Punjabi Department at B.M. College Shimla from 1950 to 55, at Shri Guru Teg Bahadur Khalsa College Camp, New Delhi in 1955 and also worked as Senior Research Officer Class I, UPSC, New Delhi.
