1965, Uruguay. An expert team of Mossad agents is dispatched to execute the man known during the Holocaust as “The Hangman of Riga”, Herbert Cukurs. Survivors of Latvia’s Nazi occupation attested to Cukurs brutality during the war, and his part in the murder of tens of thousands, but for twenty years, he remained a fugitive from justice in South America.
