A federal judge in Washington has blocked a Department of Homeland Security policy that required members of Congress to give seven days’ notice before visiting immigration detention centers. Judge Jia M. Cobb ruled the requirement likely violated federal spending law, temporarily halting enforcement while the case proceeds.
