A federal judge in Massachusetts has temporarily blocked the Department of Homeland Security from deporting migrants to countries not listed in their original removal orders without first providing notice and an opportunity to object. The ruling, issued in a class-action lawsuit, cites constitutional due process protections and U.S. obligations under the Convention Against Torture.
