    Eve eVTOL Advances Toward Transition After 59 Flights

    Eve Air Mobility has closed out a key phase of its eVTOL flight test campaign, accumulating 2 hours, 27 minutes, and 33 seconds of flight time across 59 uncrewed flights at Embraer’s test facility in Gavião Peixoto, Brazil.


    The hover and low-speed flights block focused on validating control laws, aerodynamic and load models, and propulsion performance. Testing progressed from below 15 knots to approximately 20 knots groundspeed, with the team adding simultaneous four-axis maneuvers as the envelope expanded.


    According to Eve, the aircraft logged more than 100 flight-test points during the phase, reached 215 feet agl, and flew for up to 3 minutes and 48 seconds in a single sortie. Eve said it also demonstrated autoland and a “simplified fly-by-wire mode” for the first time. The company described the simplified mode as a secondary layer of the flight control system that activates when the normal mode is unavailable.


    Noise levels came in as expected, while the propulsion and battery systems exceeded expectations, the company said. 


    “Across 59 flights, we confirmed stable hover performance and predictable control behavior within the envelope, while expanding our understanding of loads, aerodynamics, propulsion, and energy management,” Eve CEO Johann Bordais said in a company statement.
    Ground tests are next, with the transition flights block expected to begin in July or August, when the prototype will attempt its first transitions between hover and wingborne cruise flight. 
    “Completing hover and low speed testing gives us high confidence data to validate and refine our aerodynamic, propulsion, and load models,” said Marcelo Basile, Eve’s head of testing. “With planned ground tests next, we will be ready to begin transition flights, in which we validate the lifter-pusher synchronization before moving on to the cruise phase.”
    A crewed type-conforming prototype is expected to follow, with Eve and parent company Embraer engaged with both ANAC and the FAA on the certification path toward commercial operations. Eve has said certification and entry into service are now expected in 2028.

    Mexico Approves HondaJet APMG S Upgrade Program

    Mexico’s Federal Civil Aviation Agency has approved the latest version of Honda Aircraft’s Advanced Performance Modification Group (APMG) upgrade for classic and earlier APMG-upgraded HondaJets based in the country. The APMG S package can be installed at Honda Aircraft’s headquarters service center in Greensboro, North Carolina, or any of the 21 authorized service centers, including Mexico-based Avemex.


    Performance enhancements with the APMG S upgrade include a 300-pound mtow increase to 10,700 pounds; the advanced steering augmentation system nosewheel mod for improved handling and crosswind capability; and Garmin avionics improvements with faster processing speed, TOLD management for computing V-speeds, climb/approach gradients, required runway length, and other features, as well as Garmin’s Flight Stream 510 for wireless flight plan transfer.


    Other modifications include removing wing fences and increasing the horizontal stabilizer’s span. Compared to the classic HondaJet, the APMG-modified jet requires 440 feet less required runway length, and it also has steep approach certification, according to Honda Aircraft.


    “We are excited to provide our customers in Mexico the opportunity to upgrade their aircraft with the advanced technology and performance of more recent iterations of the award-winning HondaJet,” said Amod Kelkar, senior v-p and chief commercial officer at Honda Aircraft. “We are pursuing additional international certifications and hope to expand availability of the APMG S upgrade package to more HondaJet customers around the world soon.”

    Gefferies: Available Used Bizjet Inventory Dwindles

    The available used business jet inventory is down by 11% this month year over year (YOY) to 1,029, and by 12% over the last six months, according to the latest report from analyst Jefferies. Citing its own data and analysis, along with that of Amstat, Jefferies further noted that the inventory is down by 37% when counting only younger jets—those less than seven years out of production. However, both the overall and young inventories did tick up from April by 1% and 7%, respectively.
    Driving the YOY inventory decline were available heavy jets, down by 26%. Available used light jets dipped by 8% and midsize by 5%.  As a result, pricing is up by 4% YOY, even if softened by 2% from April.
    Considering just the younger models, available inventory remains in the historically low range of 2.1% of the overall fleet.
    By manufacturer product lines, young Gulfstream model availability is down to 35 units, dropping 43% YOY as a result of a contraction in G650s on the market (nine units in May versus 28 a year ago). Similarly, available Bombardier fleets were down 41% to 37 units with fewer Globals and Learjets for sale.
    Textron Aviation’s Cessna Citation line accounted for 44 units for sale, down 40%, and available Embraer units decreased by 28% to 29 aircraft. Dassault Aviation’s Falcon inventory slid by 23% to 17 units.
    These declines are noted in average list prices, with Citations increasing 8% YOY and Falcons by 7.4%. Gulfstream model pricing ticked up 3%, while Bombardier aircraft list pricing is up 1.5% overall.

    EU Rules Risk Energy-intensive SAF Production Strategies

    A report from Sweden’s Chalmers University of Technology has cautioned that under existing European Union (EU) rules, fossil-free aviation fuels may become more expensive and energy-intensive. After analysing different methods for producing synthetic methanol, the study published this week concluded that regulatory bias risks ‘locking in’ less resource-efficient manufacturing methods.
    According to the study, biomass gasification costs around €820 ($952) a tonne with an energy efficiency of around 46%. Combustion with carbon capture (with or without simultaneous energy production) costs around €1,055 and €1,495 respectively, offering a lower efficiency of approximately 37%.
    While Chalmers University argues that gasification can use residual material more efficiently, limited biomass feedstocks are at risk of being diverted elsewhere. According to co-author Henrik Thunman, the study “highlights a structural issue in EU energy and industrial policy” where “regulation risks working against its own objectives.”
    Although minimal commercial SAF is currently produced via gasification, it is expected to account for some 35 percent of all aviation fuel in the EU by 2050.

    Domestic C909 Aircraft Surpasses One Million Safe Operation Hours

    The domestically-made C909 aircraft has exceeded one million hours of safe operation of April 30.
    The C909 is a medium and short-range turbofan regional airliner independently developed by China in line with international airworthiness standards and with independent intellectual property rights. It can carry 78 to 97 passengers with a range of 2,225 to 3,700 kilometers, and made its maiden flight on June 28, 2016. It performs well on short and narrow runways, at high-temperature and high-altitude airports, and has strong crosswind resistance. By December 2025, it has operated over 700 routes, carrying tens of thousands of passengers daily and connecting more than 100 cities, achieving a key breakthrough in the commercial operation of domestic jet aircraft.
    The C909 is expanding rapidly in Southeast Asia. Lion Air Group’s TransNusa, Lao Airlines and VietJet Air have put it into service, opening nearly 20 routes covering more than 20 cities. TransNusa now has a fleet of five C909 aircraft, carrying over 430,000 passengers safely with an on-time rate above 90 percent, setting a record daily aircraft utilization of 15.88 hours. It has launched direct international routes from Manado to Guangzhou, Shanghai Pudong and Shenzhen. The Manado-Guangzhou route of about 2,700 kilometers is the longest international direct flight record of the C909.
    The development of the C909 has helped China master core technologies in jet aircraft design, manufacturing, operation and maintenance, international airworthiness and extreme environment adaptation. It has completed the whole industrial process of jet airliner development and operation, filling the domestic gap and laying a solid foundation for the development of China’s large aircraft industry.

    Aviation Coalition Aims To Rein in Slackline Hazards

    Striking obstacles at low altitude ranks among the biggest safety risks for helicopter operations. On January 2, a fatal helicopter crash happened near Superior, Arizona in the United States, when the aircraft hit a slackline strung across a canyon. Following the deadly accident, VAI (Vertical Aviation International), AOPA (Aircraft Owners and Pilots Association) and the National Agricultural Aviation Association have formed an aviation coalition. They are calling on the FAA to revise procedures to better identify slackline hazards and deliver timely alerts to pilots.
    Slacklining is a sport in which people walk along a flat webbed strap. The slackline in this accident was set up 600 feet above the ground across the canyon, fitted with a backup safety rope for participants. Windsocks and LED lights were also fixed on a signal line to mark the exact position of the slackline.
    A formal NOTAM with key safety information was issued on time as required. However, aviation professionals point out the accident pilot most likely never viewed the notice. The NOTAM only used Superior Municipal Airport as the location code. Pilots could easily miss it without targeted airport or route NOTAM search, and no relevant results could be found from nearby private departure airports. The notice could only be retrieved by manual airport input or route planning functions. The aviation coalition has sent a letter to the FAA Administrator, requesting a review of current slackline notification practices. It also calls for improved NOTAM presentation with graphic map displays on digital devices and avionics, plus enhanced public outreach and compliance supervision for new hazards in navigable airspace.
    Official FAA data shows low-altitude object strikes are one of the most deadly and recurring accident causes for helicopters. Such incidents account for 15 percent of fatal Part 91 helicopter accidents, 40 percent of Part 133 fatal crashes and 73 percent of fatal Part 137 accidents. Industry leaders stress low-altitude object collision remains a persistent lethal threat to helicopter operations. The coalition hopes to draw lessons from the Arizona crash, cooperate with regulators and the industry, and take proactive safety measures to prevent similar tragedies in advance.

    Fleet expansion, routine maintenance needs for aging aircraft, and upgrades in avionics and composite systems are the key growth drivers. North America takes the largest market share, supported by its massive business jet fleet, sound regulatory rules and mature certified maintenance networks.
    The Asia Pacific region grows the fastest at an annual rate of 4.9 percent, fueled by booming business aviation in China, India and Southeast Asia. Rising high-net-worth populations and aviation infrastructure investment keep expanding the fleet and boosting long-term maintenance demand.
    Heavy jets lead maintenance spending due to complex systems, long flight hours and high overhaul costs, with strong demand for engine, avionics and cabin system upkeep in ultra-long-range operations. Base maintenance including heavy checks and structural overhauls dominates the market, while line maintenance grows with higher aircraft utilization.
    Engine maintenance tops all segments in revenue. Cabin maintenance spending keeps rising as operators upgrade interiors, connectivity facilities and seats to improve passenger experience and aircraft residual value.
    Technology innovations such as avionics upgrades, software updates and data-driven predictive maintenance bring new opportunities. Composite airframe materials also create extra repair and service demands. Europe maintains a solid market share, while Latin America, the Middle East and Africa emerge as promising growth markets. Major players include Airbus, Boeing, Bombardier, Dassault Aviation, Embraer and Gulfstream, offering customized service programs to help operators manage maintenance budgets.

    Flight Time Limitations Pose New Cost Threat for Charter Operators

    Europe’s charter operators are confronted with revised pilot flight time limitations issued by the European Union Aviation Safety Agency. Apart from taxes, airport access fees and decarbonization expenses, the new rules taking effect in 2027 will bring an extra cost burden to the industry.
    Industry insiders say the updated regulations impose stricter requirements on rest periods during and after flights, placing heavy pressure on charter companies. They call on the aviation sector to respond to strong lobbying from commercial pilot unions.
    Tailored for business aviation, the new rules will force operators of ultra-long-range jets such as the Dassault Falcon 10X to hire more pilots and arrange longer mandatory rest intervals between missions. Under the new standards, a 2-day trip from Europe to New York requires 3 days of subsequent rest, while a flight to Los Angeles needs 5 days off duty.
    The rules are regarded as unreasonable and confusing. They even set extra rest requirements based on whether schedule changes are notified by email or instant messaging apps. The business aviation community has long appealed for flight time rules suited to its own operational model, rather than copying those of scheduled airlines.
    Modern long-range jets offer much better comfort for pilots, and new technology has greatly cut workload, yet the new regulations fail to take these factors into account. It is predicted that long-haul missions of around 15 hours may need 3 or even 4 crew members, which will substantially raise overall charter operation costs.

    C909是我国按国际适航标准自主研制、拥有自主知识产权的中短程涡扇支线客机,可载客78至97人,航程2225公里至3700公里,2016年6月28日完成首飞。机型适配短窄跑道、高温高原机场起降,抗侧风性能表现优异。截至2025年12月,已运营700多条航线,每日运送数万旅客,连通100座城市,实现国产喷气飞机商业运营重要突破。

    航空联盟拟管控扁带低空飞行安全隐患

    低空撞击障碍物,是直升机飞行运行面临的重大安全风险之一。今年1月2日,美国亚利桑那州苏佩里尔附近一处峡谷上空,一架直升机因撞上横跨峡谷的扁带发生致命坠机事故。事故发生后,美国直升机国际协会、航空器拥有者及驾驶员协会,联合全国农业航空协会牵头组建航空联盟,呼吁美国联邦航空管理局修订相关流程,完善扁带障碍物风险识别机制,并及时向飞行员发布危险警示信息。
    扁带运动是参与者在编织绳带上行走的极限运动。本次涉事扁带架设高度达离地600英尺,横跨峡谷,主线配有备用防护绳,参与者会连接备用绳以防坠落。现场还在专用警示绳上布设多只风向袋与LED警示灯,用于标示扁带位置。
    相关扁带障碍物已按规定及时发布航行通告,包含重要安全提示。但业内专业人士分析认为,涉事飞行员极有可能并未查阅到这份航行通告。原因在于该通告仅标注苏佩里尔市政机场代码作为定位标识,飞行员若未专门检索该机场通告,也未进行航线通告查询,就会完全遗漏风险提示,从邻近私人出发机场检索也无法查到相关信息,只能手动输入途经机场或使用航线规划功能才能调取。
    航空联盟已致函美国联邦航空管理局局长,要求当局重新审视现行扁带障碍物通告发布规则,优化航行通告发布形式,增设航电设备电子地图图形标注,同时加强可航行空域内新增障碍物的安全宣传与合规监管力度。
    官方数据显示,低空飞行撞击障碍物,是直升机事故中致死率极高的高发类型。在通用航空91部直升机致命事故中,低空撞物占比达15%;在133部和137部直升机致命事故中,占比更是分别高达40%和73%。业内表示,低空障碍物撞击始终是直升机运营最顽固、最致命的安全威胁之一,此次诉求旨在吸取事故教训,联动行业与监管部门前置防控风险,避免同类悲剧再次发生。

    飞行时长限制新规给包机运营商带来新增成本压力

    欧洲包机运营商正面临欧洲航空安全局修订的飞行员飞行时长限制新规。除税费、机场准入及碳中和相关成本外,这项将于2027年正式实施的新规,将成为行业新的成本负担。
    业内人士表示,新版监管文件对机组执勤期间及飞行结束后的休息时间提出更严苛要求,将给包机运营企业带来巨大压力,并呼吁行业联合应对民航飞行员工会的游说影响。
    新规专门针对公务航空领域制定,对于达索猎鹰10X等超远程公务机运营商而言,意味着需要聘用更多飞行员,同时拉长航班间强制休息间隔。按照新规,从欧洲飞往纽约执行2日行程,后续需停飞休息3天;飞往洛杉矶则要休息5天。
    业内认为新规条款设置不合理、要求繁琐费解,甚至会根据航班变动通知是通过邮件还是社交软件发送,额外增设休息时长。公务航空行业一直呼吁,飞行时长限制规则应贴合自身运营特点,而非照搬定期民航航班标准。
    新款远程公务机座舱舒适度大幅提升,新技术也有效降低飞行员工作负荷,但新规并未对此予以考量。业内预判,未来15小时左右的长途航线,可能需要配置3名甚至4名飞行员执飞,将进一步推高包机运营成本。

    1. Titan Aviation Fuels: Europe Facing Fuel Shortages

    With the world’s petroleum markets still roiled by the Iran war, Titan Aviation Fuels is noting growing jet-A supply challenges across Europe. A large percentage of the region’s jet fuel is imported as a refined product from the Middle East, transported by tanker via maritime routes that are now unstable.


    Speaking this week at Aero Friedrichshafen, Titan international fuel division CEO Daniel Coetzer described a period of “significant market strain.” He added, “Right now, the biggest concern across the industry is simple: availability. Suppliers are under real pressure to deliver on contracts that, in some cases, are no longer feasible given current market conditions.”


    He noted that shortages are already being experienced in some areas, and with the European summer peak approaching, the situation could become “significantly more challenging.”


    Despite these disruptions, Titan has maintained consistent deliveries to its customers and is leveraging new technologies such as AI to optimize its international supply network and identify disruptions before they affect customers.


    For the company, that also means a continued effort to introduce sustainable aviation fuel (SAF) into the market, in response to the ReFuelEU Aviation regulations and accompanying SAF mandates.


    “After a difficult start, we’re now seeing better alignment across the industry,” Coetzer explained. “There is broader acceptance of the 2% SAF mandate, even at airports where SAF is not physically available in the fuel supply.”


    While administrative complexity—particularly with regard to compliance— remains an issue, Coetzer expects more progress as reporting processes become more standardized. To that end, Titan has developed an internal application process to manage SAF credit certificates, with the goal of simplifying compliance and improving transparency.


    “This is a defining moment for aviation fuel supply in Europe,” Coetzer added. “There are real challenges ahead, but also an opportunity to build a more resilient and sustainable system.”

    2. Vertical Achieves Full Piloted eVTOL Aircraft Transition

    Vertical Aerospace this week performed its first full transition flight, with its prototype eVTOL combining vertical take-off and landing elements with forward flight in a single mission. This precedes the next stage of certification testing and an upcoming critical design review.


    During the so-called ‘two-way’ transition flight, achieved on April 14, the test aircraft took off vertically before moving to forward wingborne cruise. It then landed vertically. This, believes the Bristol-based developer, makes it the “second company globally to complete a two-way piloted transition flight in a full-scale tiltrotor eVTOL.”  


    In April 2025, California-based Joby became the first eVTOL to complete a full transition with a pilot on board. However, Vertical CEO Stuart Simpson believes the UK developer’s test flight – performed under the supervision of the UK Civil Aviation Authority - was achieved “under more rigorous regulatory oversight than anyone else in the category.” Additionally, no other European developer has yet achieved full piloted transition.


    The achievement builds on Vertical’s April 6 flight testing milestone, where the UK-based company announced it had taken off vertically and moved into fully wingborne flight. It then landed conventionally on Kemble’s runway. At the time, Vertical Aerospace chief engineer David King described the flight as “a pivotal technical proof point on our path to two-way transition.”


    The most recent test marks the culmination of a structured flight campaign that has seen the prototype fleet move progressively through tethered hover, thrustborne flight, wingborne flight and a final full transition. Vertical explained it is now moving onto the next stage of certification testing, with a critical design review to finalise the aircraft’s design before seven pre-production units are assembled in the UK. Certification is expected in 2028.

    3.Bizjet Incursion Triggers Air France Rejected Takeoff

    The FAA is investigating a runway incursion at Los Angeles International Airport (KLAX) after air traffic controllers canceled takeoff clearance for an Air France flight when a business jet entered the runway without authorization.


    The April 8 incident involving Air France Flight 25 occurred around 6:15 p.m. local time as the Boeing 777-328ER accelerated for departure to Paris Charles de Gaulle Airport (LFPG), according to NBC Los Angeles. A Gulfstream G650ER that had just landed crossed Runway 24L, placing the business jet directly in the path of the departing Air France aircraft.


    Air traffic controllers had instructed the Gulfstream pilot to hold short of Runway 24L after landing, and the pilot acknowledged the instruction, according to ATC recordings. However, the business jet proceeded to cross the line.


    Runway warning lights alerted the Air France crew to the incursion, and the pilots immediately rejected the takeoff, according to NBC4. Controllers canceled the takeoff clearance after the Gulfstream crossed onto the runway. The Air France crew brought the aircraft to a safe stop, held position for approximately 10 minutes, then departed successfully with a slight delay. No injuries were reported.


    Hours after this incident, a Frontier Airlines Airbus A321 was forced to abort its takeoff at KLAX when service vehicles entered the runway area. No injuries were reported, and the FAA is also investigating that incident. 


    The back-to-back incidents at one of the nation’s busiest airports come amid heightened scrutiny of runway safety following a fatal collision at New York’s LaGuardia Airport on March 22. An Air Canada Express CRJ-900 struck an aircraft rescue and firefighting vehicle during landing, killing both pilots and injuring dozens of passengers and firefighters.


    According to FAA data, U.S. runway incursions have hovered around 1,700 annually for the past six years. While most incidents fall under Category C or D—where there is ample time to avoid collision or no immediate safety impact—a growing number of Category A and B events, where collision was narrowly avoided or risked, have captured national attention.


    The FAA has deployed tools, including the Surface Awareness Initiative, which offers real-time situational awareness to controllers at busy airports. Manufacturers such as Garmin, Honeywell, and Collins Aerospace have also introduced enhanced cockpit-based surface alert systems that issue real-time warnings to pilots of potential conflicts during taxi and takeoff operations.

    4.Airbus Firefighting System Networks Variety of Vehicles

    Airbus is taking on the challenging problem of forest firefighting with a combination of interconnected aerial and ground assets, in an effort to improve water drop accuracy and reduce the time between detection and extinguishment of the fire. This effort is “in line with Airbus’ commitment to decarbonization and tackling the growing global challenge posed by forest fires,” according to the company.


    At the Garrigues military camp in Nîmes, France, Airbus and its partners tested scenarios that were developed with Service Départemental d'Incendie et de Secours (SDIS) and Entente Valabre. The latter is a public body, which the French Ministry of the Interior has tasked to provide training and assess forest firefighting equipment.


    The trial included Airbus’ H130 FlightLab helicopter, an ATR 72 test airplane, a Cirrus SR20, four drones, and three SDIS trucks for collecting and processing data. Two of the drones and the SR20 captured images and infrared footage of the fire area and sent it to Airbus servers connected to a truck-based command center. All of these assets were connected via Airbus’ Agnet mission-critical communication system, which was in turn connected to a local private mobile network bubble deployed by Airbus.


    After analyzing the images, then geolocating them and merging them with other captured data, an AI-based processing system examined the terrain, wind strength and direction measured by a drone, and the location of firefighters on the ground. It then “produced a comprehensive view of the tactical situation on the ground and in the air, and enabled flight paths and water drop points to be transmitted to the helicopter equipped with a precision water drop assistance system and to the ATR 72, which was simulating a water bomber,” according to Airbus.


    “This initial trial marks a significant milestone in Airbus’ efforts to develop a test environment and a comprehensive ecosystem for combating forest fires.”

    5. Middle East Tensions Drive Jet Fuel Costs Higher; Xiamen Airlines Raises Domestic Fuel Surcharges

    Amid sustained geopolitical tensions in the Middle East, global jet fuel supply chains remain under pressure, with spot jet fuel prices rising markedly. Fuel costs typically account for 30% to 40% of total airline operating costs. The pass-through of such cost pressures to the passenger market via the fuel surcharge mechanism is standard industry practice.


    Against this market backdrop, Xiamen Airlines Co., Ltd. issued a notice on April 1, announcing a comprehensive adjustment to fuel surcharge standards for domestic route passenger transport, effective from 00:00 on April 5, 2026, based on ticket issuance time.


    For routes of 800 kilometers (inclusive) and below, the fuel surcharge is raised from RMB 10 to RMB 60 per passenger, an increase of RMB 50, representing a 500% rise. For routes above 800 kilometers, the surcharge is raised from RMB 20 to RMB 120 per passenger, an increase of RMB 100, also representing a 500% rise.


    Special passenger categories, including children, disabled servicemen, and disabled people's police, are subject to a 50% reduction, with fractional amounts below RMB 10 truncated. Specifically, for routes of 800 kilometers (inclusive) and below, the surcharge is RMB 30 per passenger; for routes above 800 kilometers, RMB 60 per passenger. Infants ticketed at 10% of the applicable adult full fare remain exempt from fuel surcharges.


    International ticket fuel surcharges are calculated based on system-generated results, with no unified adjustment applied.


    Notably, fuel surcharges are determined by the original ticket issuance date; no refund or additional collection applies upon ticket reissue.

    三、公务机跑道侵入导致法航中断起飞

    受中东地缘政治局势持续紧张影响,全球航空煤油供应链承压,航煤现货价格显著攀升。燃油成本通常占航空公司运营总成本的30%至40%,通过燃油附加费机制向客运市场传导成本压力,属于行业通行做法。
    在此市场环境下,厦门航空有限公司于4月1日发布通告,宣布自4月5日零时起,以出票时间为基准,全面调整国内航线旅客运输燃油附加费征收标准。
    具体调整方案如下:
    800公里(含)以下航段,燃油附加费由每位旅客10元上调至60元,增加50元,涨幅500%;
    800公里以上航段,由每位旅客20元上调至120元,增加100元,涨幅同样为500%。
    特殊旅客群体方面,儿童、伤残军人、因公致残的人民警察等实行减半征收,且个位尾数不足10元时按舍去尾数计收。即800公里(含)以下航段每位旅客征收30元,800公里以上航段每位旅客征收60元。按成人全票价10%计价的婴儿继续免收燃油附加费。
    国际客票燃油附加费以系统计算结果为准,未作统一调整。
    值得注意的是,燃油附加费的收取以原始出票日期为准,旅客换开客票时,燃油附加费不予退补。

    FAA eVTOL Integration Pilot Program Flips the Script on Certification

    The FAA’s eVTOL Integration Pilot Program, or eIPP, is set to reshape how advanced air mobility enters service in the United States. Under this White House-backed initiative, electric, hybrid-electric, and autonomous aircraft will begin flying commercial cargo and medical missions this year—before type certification is complete and before final regulations are in place.
    At the core of the program is the FAA’s use of an Other Transaction Authority, or OTA, framework, which allows selected participants to conduct commercial operations under experimental approvals. This marks a major departure from the traditional sequence where certification must come before commercialization. Instead, the eIPP enables early operations to generate real-world data that will help shape future regulations.
    Eight projects, selected from more than 30 proposals, span 26 states and involve a wide range of use cases, from offshore logistics and organ delivery to firefighting. For companies like Wisk Aero, a Boeing subsidiary developing a fully autonomous eVTOL aircraft, the program represents a significant acceleration of its path to market.
    Wisk is participating in a Texas-led project alongside Archer Aviation, Joby Aviation, and Beta Technologies, as well as operators including Metro Aviation and Amazon. While Wisk ultimately aims to certify its pilotless Gen 6 aircraft by the end of the decade, it plans to begin with piloted aircraft on eVTOL routes to collect operational and certification data for its autonomy systems.
    According to CEO Sebastien Vigneron, the goal is not just to test aircraft, but to validate the entire digital and physical ecosystem. The data gathered through eIPP will directly inform FAA policy, helping ensure that when full commercial eVTOL services launch, both the aircraft and the regulatory environment are ready.

    Japan Targets 2027 Launch for Commercial eVTOL Flights

    Japan is taking a more measured approach to advanced air mobility, pushing its timeline for commercial eVTOL passenger operations to 2027 or 2028. While the 2025 World Expo in Osaka was initially positioned as a launch point, the flights conducted there were limited to demonstrations, highlighting how much work remains before passenger service can begin.
    Under the revised national roadmap, Japan plans to introduce commercial eVTOL operations in select regions later this decade, followed by autonomous passenger transport and more advanced traffic management systems in the early 2030s, and full integration into urban transport networks in the 2040s.
    At the regional level, Osaka is moving ahead with more concrete deployment plans. The Kansai Economic Federation aims to support around 100 aircraft operating within an 80-kilometer radius of Osaka Bay by 2035. Central to this vision is the Osakako Vertiport, which is expected to evolve from a demonstration site into a hub anchoring the planned “Diamond Routes” network across the Kansai region.
    Among the companies involved, SkyDrive is positioning itself at the forefront of early operations. Its three-seat SD-05 aircraft completed demonstration flights at the Expo and is now moving from an experimental phase to an implementation phase. The company aims to begin operations around Osaka and in Kyushu by 2028, and recently secured approval of its general certification plan from Japan’s aviation regulator.
    However, the Expo demonstrations also revealed key challenges. None of the participating aircraft were certified for passenger operations. Some programs faced technical setbacks, while others had not progressed far enough in flight testing. Even SkyDrive’s flights were conducted remotely, with no onboard pilot.

    French Funding Backs Ascendance’s Hybrid Propulsion System

    Ascendance has secured €12.2 million ($14.25 million) to develop its proprietary hybrid-electric propulsion system, applicable to drones and its in-development Atea eVTOL aircraft. This four-year funding commitment—made available through the France 2030 investment program and announced on April 9— will enable Ascendance to scale its industrial efforts, explained the company.
    According to the French start-up, the new government backing will help it to achieve a key milestone in it work to start series production of its Sterna Hybrid Pack propulsion system, including its battery technology. The company said that it also plans to progress plans for aircraft production by establishing a dedicated manufacturing facility for assembly civil and defense models, including the Atea, "in the medium term."
    In March, Ascendance’s full-scale Atea demonstrator aircraft entered its final assembly phase at the company’s facility in Toulouse. With the airframe’s structure now complete, the integration of propulsion elements, flight control system, and avionics are set to be completed by the end of the year.
    Ascendance also aims to pursue separate applications for its modular Sterna hybrid-electric modular propulsion system to power fixed wing aircraft and drones. In February 2025, Ascendance announced it was partnering with French drone manufacture Delair to integrate Sterna within the former’s DT46 long-range, fixed-wing drone.  
    “At a moment when the limits of all-electric and uncertainties around hydrogen challenge the sector, hybrid-electric is establishing itself as an immediately deployable solution to reduce emissions while guaranteeing performance and autonomy,” concluded Ascendance. Initial Sterna series production will begin at its existing facilities at Muret L'Herm, in southern France.

    Vaeridion Fundraising to Build Microliner Prototype

    Vaeridion is pushing ahead with its all-electric Microliner regional aircraft, targeting a first flight around 2027 as it shifts from concept development toward industrialization. A key step in that transition is the opening of a new battery manufacturing facility at Oberpfaffenhofen Airport in Germany, acquired from the insolvent eVTOL developer Lilium.
    According to CEO Ivor van Dartel, the facility is a critical enabler for building and testing hardware leading up to the company’s first aircraft. Unlike many early-stage programs, Vaeridion plans to produce a conforming prototype rather than a technology demonstrator, signaling a direct path toward certification.
    The nine-seat Microliner features a single-propeller, multi-engine electric architecture, combining a proprietary electrical system with lithium-ion batteries supplied by Molicel. The aircraft is designed for a range of up to 400 kilometers, with battery packs expected to last several thousand cycles before replacement.
    A major upcoming milestone will be in-flight battery testing, potentially using the Dornier 328-based UpLift flying testbed. Ground validation will also be supported by a “copper bird” test rig, allowing engineers to simulate system failures and validate safety scenarios.
    Vaeridion is targeting EASA Part 23 certification by the end of the decade, with launch operator ASL Group expected to begin commercial operations shortly after. While acknowledging a more cautious investment environment, van Dartel emphasized that strong programs continue to attract funding.
    By combining existing battery technology with optimized aircraft design, the company believes it can deliver a viable and scalable electric regional aircraft—and aims to be among the first to bring such a platform to market.

    Low-Altitude Economy Gains Momentum After Being Included in Government Work Report for Three Consecutive Years

    The 2026 Government Work Report of China states efforts will be made to cultivate and expand emerging and future industries, and develop the low-altitude economy into a new pillar industry. This marks the third consecutive year that the low-altitude economy has been included in the report, following 2024 and 2025, with its status upgraded to an emerging pillar industry.
    The low-altitude economy covers low-altitude manufacturing, operation, infrastructure and related services, and has entered a stage of accelerated development. During the Spring Festival of 2026, a wide range of low-altitude application scenarios emerged, including unmanned aircraft, water airports, low-altitude commuting and drone delivery. These applications are becoming increasingly popular and large-scale. In 2025, the industry achieved breakthroughs in both policies and market development. There were 255 investment cases in the primary market throughout the year, a year-on-year increase of more than 70 percent, with a total financing volume of 18.331 billion yuan.
    There are now more than 160,000 enterprises related to low-altitude economy in China. In 2025, 49,200 new enterprises were registered, up more than 140% year on year. A number of regulatory policies have been released to support orderly development. The revised Civil Aviation Law will take effect on July 1, 2026, further improving the institutional environment.
    According to forecasts, China’s low-altitude economy will reach 1.5 trillion yuan in 2025 and exceed 3.5 trillion yuan by 2035. In the A-share market, 70 listed companies operate in the sector with a total market value of 1.78 trillion yuan. Eleven industrial chain stocks have received significant capital increases, showing that the industry is entering a period of accelerated and standardized growth.

    Air China Plans to Resume Flights Between Beijing Capital International Airport and Pyongyang Sunan International Airport

    Air China plans to resume passenger flights from Beijing to Pyongyang at the end of March 2026. The route is one of the few important international air routes of the Democratic People’s Republic of Korea (DPRK).
    According to flight schedule data from OAG, Air China will restart services between Beijing Capital International Airport and Pyongyang Sunan International Airport starting March 30. The route will be operated by Boeing 737-700 aircraft at the initial stage, with one flight per week, offering a total of approximately 256 seats for round-trip services.
    This is Air China’s first regular passenger service to the Democratic People’s Republic of Korea since early 2020. The route was suspended due to the COVID-19 pandemic. Before the suspension, there were up to 3 flights per week.
    The Beijing-Pyongyang route is one of the Democratic People’s Republic of Korea’s most important international air routes, connecting the country with its largest trading partner, China. At present, Air Koryo operates 2 weekly flights between Beijing and Pyongyang, 2 flights to Shenyang, and 3 flights to Vladivostok, Russia.
    Along with the resumption of air services, the Democratic People’s Republic of Korea is gradually restoring cross-border transport links. In early March 2026, passenger rail services between China and the Democratic People’s Republic of Korea resumed after a 6-year suspension. There are 4 weekly trains between Beijing and Pyongyang, and daily trains between Dandong and Pyongyang.
    The Democratic People’s Republic of Korea closed its borders in early 2020 and gradually eased restrictions from 2024. Data shows that bilateral trade between China and the Democratic People’s Republic of Korea reached about 2.74 billion US dollars in 2025, up 25% year on year, but still lower than the level before 2017.

    Over 10% of US Airport Security Officers Absent on Sunday Due to 30-Day Government Shutdown

    Foreign media reported on March 17 that the partial US government shutdown has entered its 30th day. Affected by this, more than 10% of airport security officers under the US Transportation Security Administration were absent from work between March 14 and 15, while the normal absence rate of the agency’s employees is no more than 2%. Since the agency’s funding ran out on February 14, the absence rate of security officers at airports in Atlanta, New York, Houston and other cities has remained around 20%. Between March 15 and 16, the absence rate at some airports in Houston even exceeded 50%, and that in New Orleans and Atlanta also surpassed 30%, leaving passengers waiting in security lines for more than 2 hours at times. In addition, 366 TSA employees have resigned during the shutdown.
    At present, about 50,000 airport security officers across the United States are forced to work without pay. The partial government shutdown has disrupted air travel and aroused widespread concern in the aviation industry. Chief executives of major US airlines jointly called on Congress to end the deadlock on Sunday, pointing out that the spring holiday travel peak is approaching and too many passengers are facing unusually long waits. Previously, members of Congress tried to promote a bill to fund the agency but failed. The current shutdown stems from Congress’ failure to reach an agreement on immigration enforcement reform.
    With the spring travel peak approaching, many US airlines are expected to serve about 171 million passengers, an increase of 4% compared with the same period last year. Affected by the shutdown, some airports have closed some security checkpoints, and others are trying to raise funds to help unpaid security officers buy food and other necessities.

    Garmin Adds 15 Guided Visual Procedures to Its Database

    Garmin announced on March 17, 2026 that it has added 15 new approach procedures and 10 new airports for subscribers of its Guided Visual Approach database. The Guided Visual Approach can be loaded on avionics and integrated with manual control or autopilot, just like traditional instrument approaches, providing pilots with stable and unobstructed lateral and vertical guidance all the way to the runway.
    This function is compatible with aircraft equipped with Garmin WAAS avionics and RF ranging capability, including GTN and GTN Xi series navigators, as well as selected Garmin integrated cockpits. Approaches are displayed on geo-referenced approach charts via Garmin FliteCharts, briefed and flown like standard procedures, and are only intended for use in visual meteorological conditions. The updated database now includes procedures at airports such as Long Beach, San Jose, Macon County, Aspen, and Salida.
    According to Garmin, Guided Visual Approaches can improve approach safety and make visual approaches more stable for high-speed turbine aircraft, especially at high-elevation airports with numerous obstacles. The system also helps pilots more easily maintain visual reference to the runway at night in environments surrounded by urban lights, further enhancing operational safety.

    2026年中国政府工作报告提出,培育壮大新兴产业和未来产业,将低空经济打造为新兴支柱产业。这是低空经济继2024年、2025年后,连续第三年被写入政府工作报告,产业定位也升级为新兴支柱产业。
    低空经济涵盖低空制造、运营、基础设施及相关服务等领域,目前已进入加速落地阶段。2026年春节期间,多种低空应用场景集中亮相,包括无人驾驶航空器、水上机场、低空通勤以及无人机配送等。相关应用正加速向大众化、规模化发展。2025年,行业迎来制度与市场双重突破,全年一级市场投资事件255起,同比增长七成以上,融资总额183.31亿元。
    我国低空经济相关企业已超过16万家,2025年新增注册企业4.92万家,同比增长超140%。伴随行业快速发展,多项监管政策陆续出台,推动行业规范发展。新修订的民用航空法将于2026年7月1日施行,多项标准与规范将推动空域使用、安全治理、产业运营走向体系化。
    机构预测,2025年中国低空经济市场规模达到1.5万亿元,2035年有望突破3.5万亿元。资本市场方面,A股低空经济产业链个股共70只,总市值1.78万亿元,多家上市公司加快布局,11只产业链个股获得融资资金显著加仓,行业正进入高质量发展的提速期。

    国航计划恢复北京首都—平壤顺安航线

    中国国际航空计划在2026年3月底恢复北京至平壤的客运航班,这条航线是朝鲜为数不多的重要国际航线之一。
    根据航班时刻分析机构OAG的数据,国航将从3月30日重启北京首都国际机场与平壤顺安国际机场之间的客运服务。航线初期使用波音737-700执飞,每周1班,往返合计可提供约256个座位。
    这是国航自2020年初以来首次恢复前往朝鲜的定期客运航班。受新冠疫情影响,国航当时暂停了该航线,停飞前该航线每周最多3班。
    北京至平壤航线是朝鲜最重要的国际航线之一,将朝鲜与它最大的贸易伙伴中国相连。目前,朝鲜高丽航空每周运营2班北京—平壤航班、2班沈阳航班以及3班飞往俄罗斯符拉迪沃斯托克的航班。
    随着国航复航,朝鲜也在逐步恢复疫情期间中断的跨境交通。3月初,中朝客运铁路在暂停6年后恢复,北京至平壤列车每周4班,丹东至平壤恢复每日开行。
    朝鲜在2020年初封锁国境,2024年起逐步放宽边境限制。数据显示,2025年中朝双边贸易额约27.4亿美元,同比增长25%,但仍低于2017年国际制裁收紧前的水平。

    受政府停摆30天影响全美机场超10%的安检员周日缺勤

    据外媒3月17日报道,美国政府部分停摆已进入第30天,受此影响,3月14日至15日,美国运输安全管理局有超过10%的机场安检人员缺勤,而通常该机构员工缺勤比例不超过2%。自2月14日该机构资金耗尽以来,亚特兰大、纽约、休斯敦等地机场的安检人员缺勤率持续维持在20%左右,3月15日至16日,休斯敦部分机场缺勤率甚至超过50%,新奥尔良和亚特兰大也超过30%,导致旅客安检排队时间有时长达2小时以上,且停摆期间已有366名安检人员离职。
    目前,约5万名机场安检人员被迫无薪工作,政府停摆已对航空出行造成严重影响并引发行业担忧。美国主要航空公司首席执行官周日联合呼吁国会尽快结束僵局,指出春季假期出行高峰即将来临,太多旅客正面临异常漫长的排队等候。此前,议员们曾尝试推动为该机构提供资金的法案,但未获成功,此次停摆源于国会未能就移民执法改革相关协议达成一致。
    随着春季出行高峰临近,全美多家航空公司预计将迎来约1.71亿乘客,较去年同期增长4%。受停摆影响,部分机场已关闭部分安检通道,另有一些机场正设法筹集资金,帮助无薪工作的安检人员购买食品等必需品。

    佳明为其数据库增加15种引导目视进近程序

    佳明于2026年3月17日宣布,为引导目视进近数据库的订阅用户新增15种进近程序与10个机场。引导目视进近程序可加载至机载航空电子设备,支持手动操控或与自动驾驶联动,能够像传统仪表进近一样,为飞行员提供连续、稳定的横向与垂直引导,直至跑道。
    该程序适用于搭载佳明广域增强系统航空电子设备、具备射频航程能力的机型,包括GTN、GTN Xi系列导航仪及部分佳明集成驾驶舱。相关进近程序会在地理参考进近图上显示,可通过佳明FliteCharts系统查阅,使用流程与标准进近程序一致,仅适用于目视气象条件。本次更新已加入长滩、圣何塞、北卡罗来纳州梅肯县、科罗拉多州阿斯彭、萨利达等多个机场的进近方案。
    佳明表示,引导目视进近可提升进近安全水平,让高速涡轮飞机的目视进近更加平稳,尤其适合高海拔、障碍物密集的机场,同时能够帮助飞行员在夜间、城市灯光环境下更容易保持对跑道的目视参考,提升运行安全性。
