Dems use Senate Finance Comm Budget Reconciliation process to pass bill on 51-vote party vote.- Dems show willingness to use this process when needed, but Biden and Dem leadership would prefer bi-partisan agreements- Dems need to rely on generating positive outcomes for the country to convince moderate conservatives to join and work with them. Words won't work.- Republicans need to recognize the new reality. They will need to reach across the aisle and combine with Dems to get positive things done for their constituents.
