Im Rahmen des Strategischen Dialog über die Zukunft der EU-Landwirtschaft sind in den vergangenen Monaten eingehende Diskussionen über die langfristige Entwicklung von Lebensmitteln und Landwirtschaft in der EU geführt worden. Die n Präsidentin der Europäischen Kommission Ursula Von der Leyen hatte den Strategischen Dialog im Januar 2024 unter dem unabhängigen Vorsitz von Professor Peter Strohschneider ins Leben gerufen.

Die Aufgabe war es, eine vielfältige und manchmal widersprüchliche Gruppe von Interessenvertretern zusammenzubringen, um die langfristige Zukunft der Landwirtschaft zu diskutieren und zu langfristig zu fördern - und gleichzeitig die wirtschaftliche, ökologische und soziale Nachhaltigkeit dieses Sektors voranzutreiben, der für die europäische Identität von zentraler Bedeutung ist.

Im September 2024 übergab Professor Strohschneider den Abschlussbericht zu den Diskussionen des Strategischen Dialogs an Präsidentin von der Leyen. Es wird erwartet, dass die Kommission den Bericht als Grundlage für die weitere Entwicklung der Gemeinsamen Agrarpolitik in den kommenden Jahren nutzen wird.

The Strategic Dialogue on the Future of EU Agriculture has spent the past several months in detailed discussions about the long-term development of food and farming in the EU.

The European Commission president Ursula Von der Leyen launched the Strategic Dialogue in January 2024 under an independent chair, Professor Peter Strohschneider.

Its brief was to bring a diverse and sometimes discordant group of stakeholders together to protect and promote farming’s long-term future – while also driving economic, environmental and social sustainability for a sector central to Europe’s identity.

In September 2024, Prof Strohschneider handed the report of the Strategic Dialogue’s consensus-based discussions to President Von der Leyen. The Commission is expected to use the report as a base for the subsequent development of the Common Agricultural Policy in the years ahead.

This 46th episode of Food for Europe includes an interview with Prof Strohschneider, who provides some reflections on a lengthy, intense and detailed process. We also speak to Marco Contiero of Greenpeace, Lennart Nilsson of Cogeca and Dirk Jacobs of Food Drink Europe – all of whom provide insight from their own participation in this unprecedented exercise to make Europe’s food and farming sector fit for a prosperous, competitive and sustainable future.

Lancé en mars par la Présidente de la Commission européenne, Ursula Von Der Leyen, le Dialogue stratégique avait pour objectif de réunir autour d’une même table toutes les parties prenantes de la chaîne agroalimentaire pour envisager ensemble, le futur de l’agriculture européenne. Des discussions menées sous l’angle de la durabilité, autant économique, sociale qu’environnementale. 7 mois et une centaine de réunions plus tard, le président indépendant de cet exercice inédit, le professeur Peter Strohschneider, vient de remettre son rapport.

Pour son 46ème épisode, Nourrir l’Europe revient sur les accomplissements de cet exercice inédit et sur le ressenti de ses principaux acteurs. Le professeur Strohschneider dresse un bilan positif en termes d’écoute mutuelle et d’investissement personnel et de concessions des participants.

Du côté des parties prenantes au dialogue, Marco Contiero de Greenpeace s’avoue positivement surpris par les consensus dégagés, y compris sur les points les plus complexes ; Lennart Nilsson, président de la Cogeca, se réjouit de voir l’agriculture et l’alimentation être reconnues comme des secteurs stratégiques par les institutions européennes, et Dirk Jacobs de Food Drink Europe se félicite d’avoir trouvé de nombreux terrains d’entente avec ses interlocuteurs. Il espère que d’autres initiatives de ce type permettront de faire perdurer la communication interdisciplinaire établie par le Dialogue stratégique.

The agricultural livestock sector is often blamed for all the ills of the planet. However, there is an enormous difference between intensive and extensive livestock farming. Food for Europe visited the Libramont agricultural fair in Belgium to meet farmers who have chosen to farm io a way that respects the environment and animal welfare.

Extensive livestock farming, including agro-forestry, is essential for human development, quality of life and the management rural landscapes. It combines food production with multiple beneficial services, and is crucial for remote areas with few economic alternatives.

Despite environmental, economic and regulatory challenges, extensive livestock farming offers many often overlooked environmental benefits, such as biodiversity and carbon sequestration. Extensive grazing systems play an important role in fire prevention and ecosystem management.

La filière agricole de l’élevage est souvent accusée de tous les maux de la planète.

Pourtant, entre élevage intensif et extensif les différences sont énormes. Nourrir l’Europe s’est rendu à la foire agricole de Libramont en Belgique à la rencontre d’éleveurs qui ont fait le choix d’une agriculture respectueuse de l’environnement et des animaux.

L'élevage extensif, incluant le sylvopastoralisme, est essentiel au développement humain, à la qualité de vie et à la formation des paysages ruraux. Il combine production alimentaire et services bénéfiques multiples, étant crucial pour les zones reculées avec peu d'alternatives économiques.

Malgré des défis environnementaux, économiques et réglementaires, il offre de nombreux avantages environnementaux souvent négligés, comme la biodiversité, la séquestration du carbone et la gestion des paysages. Der von der Europäischen Kommission 2019 ins Leben gerufene Green Deal ist die Vorzeigeinitiative der EU zur Beschleunigung und Umsetzung des Übergangs zu einer nachhaltigeren Welt – nicht zuletzt in der Landwirtschaft.

Im jüngsten Europawahlkampf geriet der Green Deal jedoch bei Landwirten und Agrarverbänden ins Kreuzfeuer der Kritik, was die Spannungen deutlich machte, die bisweilen zwischen Landwirtschaft und Umwelt bestehen.

In dieser 44. Ausgabe von Food for Europe beschäftigen wir uns im Zuge der Europawahlen noch einmal mit dieser Frage.

Wir hören Wolfgang Burtscher, den Generaldirektor der Generaldirektion Landwirtschaft und ländliche Entwicklung der Europäischen Kommission, GD AGRI, und Clara Bourgin von Friends of the Earth, einer Umweltschutzorganisation.

Unser Bericht kommt aus der Emilia-Romagna in Italien, wo wir Matteo Pagliarani treffen, einen 29-jährigen Landwirt, der auch Vizepräsident des Europäischen Rates der Junglandwirte ist. Le Green Deal - ou Pacte vert, a été lancé en 2019 par la Commission européenne pour accélérer la transition vers un monde plus durable - notamment dans l'agriculture. Mais lors de la récente campagne électorale européenne, l’initiative phare des 27 a fait l'objet de nombreuses critiques dans les rangs des agriculteurs et des organisations agricoles, mettant en évidence les tensions qui existent parfois entre agriculture et environnement.

Dans ce 44ème épisode, Nourrir l’Europe se penche à nouveau sur la question, dans le sillage des résultats des élections européennes, en compagnie de Wolfgang Burtscher, directeur général de la direction générale de l'agriculture et du développement rural de la Commission européenne (DG AGRI), et de Clara Bourgin, militante au sein de l’association de défense de l’environnement « les Amis de la Terre ».

Le podcast vous emmène dans la région italienne d’Émilie-Romagne, à la rencontre de Matteo Pagliarani, un agriculteur de 29 ans également vice-président du Conseil européen des jeunes agriculteurs. Matteo évoque les défis et les joies de son métier, et partage son point de vue sur l’équilibre à trouver entre production alimentaire et respect de l'environnement.

The Green Deal, launched by the European Commission in 2019, is the EU’s flagship initiative to accelerate and deliver a transition to a more sustainable world – not least in agriculture.

But in the recent European election campaign, the Green Deal came under considerable scrutiny from farmers and farming organisations, highlighting the tension that sometimes exists between agriculture and the environment.

In this forty-forth edition of Food for Europe, we look at this question once again in the wake of Europe’s unique democratic exercise.

We’ll hear from Wolfgang Burtscher, the director-general of the European Commission’s directorate-general for agriculture and rural development, DG AGRI; and from Clara Bourgin, from Friends of the Earth, an environmental advocacy group.

Our report comes from Emilia-Romagna in Italy, where we meet Matteo Pagliarani, a 29-year-old farmer who is also a vice-president of the European Council of Young Farmers. He shares with us the challenges and joys of living off the land, as well as his perspective on our central question: whether it’s possible to balance Europe’s need for food production with our responsibility to the environment.

With 57 being the average age of a farmer in the EU, and alarmingly few young people attracted to farming - even fewer of them young women - the European Commission’s directorate-general for agriculture and rural development (DG AGRI) is investing in reversing this reality through generational renewal.

Improving the quality of life in rural areas and assisting young farmers to launch or expand their activities are at the heart of DG AGRI’s efforts, which recognise that Europe’s food security, social cohesion and even its historic character will disappear without the presence and commitment of young people.

During the recent European Youth Week kick-off event in Brussels, DG AGRI held a breakout session for young farmers, rural activists and twentysomethings interested in a life on the land. The purpose of the session was to learn more about these young people’s aspirations, concerns and perspectives, to better tailor policy in favour of generational renewal.

Our 43rd episode of Food for Europe travels to Ireland and Spain to meet two young people living in rural areas, and to follow them to Brussels as they contribute to the European Youth Week event. We hear also from DG AGRI Haude Blanc, who hails herself from a tiny village in southern France, about the challenges and opportunities of generational renewal in the countryside.
